米証券取引委員会（SEC）は21日、暗号資産（仮想通貨）に関する包括的かつ明確な規制枠組みを策定するための特別チームの設立を発表した。 特別チームの設置は、仮想通貨に関する規制の不明瞭さを解消し、投資家保護と市場の健全性を向上させることを目的としている。 特別チームが取り組む重点課題 これまでのSECの取り組みは、既存の連邦証券法に基づく法解釈と断片的な執行に依存しており、仮想通貨事業者に明確な登録要件や実務的な指針を提供できていなかった。 その結果、仮想通貨市場はイノベーションに敵対的な環境となり、混乱と批判を招いていた。今回設立された特別チームでは、以下を重点課題とし新たな規制基盤の構築を目指している。 明確な規制ルールの策定 登録手続きの具体的な道筋の提示 合理的な情報開示ルールの構築 執行リソースの効率的な配分 さらに、同チームは議会が規制枠組みを調整する際に技術的支援を提供するほか、商品先物取引委員会（CFTC）や海外の規制機関と連携し、国際的な規制調和を図る予定だ。 新トランプ政権下で規制緩和が進む見通し バイデン政権時代、ゲイリー・ゲンスラー前委員長が率いたSECは、既存の連邦証券法に基づいて暗号資産（仮想通貨）業界に厳格な規制を推進。これらの厳しい規制と強制的な執行は、仮想通貨関連企業や推進派の政治家から多くの批判を招いた。 SECはこれまでの取り組みについて、「仮想通貨業界にイノベーションを阻害する環境を生み出した」との認識を示している。 こうした背景を受け、新トランプ政権では仮想通貨に関する規制緩和が進むとの期待が高まっている。SECの特別チームを通じて、仮想通貨市場における明確かつ合理的な規制フレームワークが構築されるだろう。こうした改革により、仮想通貨事業者が法的に準拠しやすい環境が整備され、市場全体の健全性向上と共にイノベーションが促進される可能性がある。 特に、長年にわたって続いていたリップル社とSECの訴訟問題についても、解決に向けた動きが進むと見られている。この訴訟問題の解決は、リップルだけでなく、仮想通貨市場全体に好影響をもたらすことが期待される。...
