A Utah House committee has approved legislation <\/span>that would permit<\/span> the state to allocate a portion of public funds to cryptocurrency investments. <\/span><\/p>\n

The bill, known as HB 230, or the Blockchain and Digital Innovation Amendments, passed the Utah House Economic Development Committee on Jan. 28 with an 8-1 vote. It now moves to the full House for further consideration.<\/span><\/p>\n

Proposed by Representative Jordan Teuscher on Jan. 21, the bill would grant the state treasurer the authority to invest up to 5% of select public funds into \u201cqualifying digital assets.\u201d <\/span><\/p>\n

Crypto Investments Are Limited to Top Digital Assets and Approved Stablecoins<\/span><\/h2>\n

Eligible investments include cryptocurrencies with a market capitalization exceeding $500 billion, as well as certain stablecoins approved under the legislation. <\/span><\/p>\n

A revised version of the bill, introduced on Jan. 28, also includes provisions for zoning restrictions related to crypto mining operations.<\/span><\/p>\n

If passed by both the House and Senate, the bill will require Governor Spencer Cox\u2019s approval before becoming law. If signed, it is set to take effect on May 7. Cox has previously signaled support for blockchain-related initiatives, <\/span>having established<\/span> a Blockchain and Digital Innovation Task Force in 2022.<\/span><\/p>\n

Utah is among a growing list of U.S. states considering cryptocurrency investment policies. According to Bitcoin Reserve Monitor, at least 12 states\u2014including neighboring Arizona and Wyoming\u2014have introduced similar bills allowing their treasuries to hold crypto assets.<\/span><\/p>\n

Satoshi Action Fund co-founder and CEO Dennis Porter noted that Utah is the second state to advance such a bill out of committee. Teuscher echoed this sentiment, stating on X that while Utah is the 11th state to introduce such legislation, it is on track to be the first to enact it.<\/span><\/p>\n
