Hoskinson discussed the status of Cardano\u2019s ongoing constitutional ratification, introduced details of a forthcoming roadmap, and explained a proposed budget overhaul\u2014all aimed at ensuring that Cardano evolves without a centralized executive branch.<\/p>\n<h2>Cardano Roadmap And Budget<\/h2>\n<p>During the <a href=\"https:\/\/x.com\/IOHK_Charles\/status\/1887622440412660149\" target=\"_blank\" rel=\"noopener nofollow\">live stream<\/a>, Hoskinson highlighted that the \u201cconstitution process [is] currently underway,\u201d revealing a breakdown of active stake participation: Approximately 50% have voted \u201cyes,\u201d around 4.3% have voted \u201cno,\u201d and about 44% of the active stake has yet to vote.<\/p>\n<p>According to Hoskinson, the community\u2019s consensus appears to favor a \u201cminimum viable governance\u201d approach. Should the constitution pass, it will remain open to revisions: \u201cWe\u2019re going to try really hard for kind of the next version\u2014Constitution V2\u2014and that\u2019s a combination of working groups, workshops, and it gets more inclusive over time.\u201d<\/p>\n<p>He noted that the current momentum suggests a likely ratification date around February, barring any sudden influx of \u201cno\u201d votes.<\/p>\n<p>In tandem with the constitutional process, Hoskinson outlined how Cardano\u2019s roadmap will be ratified via on-chain governance. He confirmed that Input Output Global (IOG) and Intersect\u2014an entity designed to facilitate governance\u2014have each proposed versions of the roadmap. Key items expected to spark discussion include features like <a href=\"https:\/\/bitcoinist.com\/cardano-progress-speeding-up-hoskinson\/\" target=\"_blank\" rel=\"noopener \">Ouroboros Leios<\/a> and the development of multi-client architecture.<\/p>\n<p>He also disclosed that IOG held a meeting with stake pool operators (SPOs) to delve into the roadmap details, signaling a collaborative effort: \u201cWe just actually had a meeting today with\u2026SPOs about the roadmap as well.\u201d<br \/>\nHoskinson anticipates that \u201cprobably about mid-February\u201d the spotlight will shift from constitutional matters to detailed debates on the roadmap\u2019s technical trajectory.<\/p>\n<p>By far the most contentious issue, Hoskinson said, involves the budget\u2014where \u201cmoney goes to Bob but sometimes money doesn\u2019t go to Alice.\u201d Recognizing the potential for disagreements, he underscored the importance of transparency and process: \u201cAnytime [funding] happens, anybody on the loser side\u2026tends to attack the legitimacy of the process as a whole. It\u2019s what all budgets do.\u201d<\/p>\n<p>The budget process, as currently proposed, includes the possibility of multiple competing budget proposals. A working group composed of DReps (<a href=\"https:\/\/bitcoinist.com\/cardano-plomin-era-successful-hard-fork\/\" target=\"_blank\" rel=\"noopener \">Decentralization Representatives<\/a>) and the Constitutional Committee will gather, consolidate, and reconcile these competing proposals into a final candidate budget.<\/p>\n<p>Hoskinson made clear that neither he nor IOG will unilaterally determine the outcome: \u201cThere will be a candidate budget that gets to be voted on\u2026[the DReps and the Constitutional Committee] are the ones who decide with the budget.\u201d<\/p>\n<p>He also introduced the concept of funding coalitions, specifically highlighting a Development Ecosystem Coalition for core protocol work and an Ecosystem Coalition to support broader projects. With more projects seeking funding than available resources, Hoskinson expects heated debates, but stressed that \u201cthe winners and losers\u201d are part of any budgeting exercise.<\/p>\n<p>To quell concerns about misallocation or potential misuse, Hoskinson stated that audit and oversight is a foundational aspect of Cardano\u2019s <a href=\"https:\/\/bitcoinist.com\/cardano-9-0-on-chain-governance-set-for-activation\/\" target=\"_blank\" rel=\"noopener \">governance blueprint<\/a>. Ideas range from using \u201csmart contracts\u201d for tracking expenditures to engaging external \u201caudit agencies.\u201d These measures, he said, aim to ensure both transparency and integrity for all stakeholders.<\/p>\n<p>Perhaps the most striking element of Hoskinson\u2019s plan is Cardano\u2019s effort to operate without a formal executive branch. He likened Cardano\u2019s governance structure to a legislative system combined with a judicial-like Constitutional Committee, but without the top-down approach typically seen in nation-states: \u201cYou\u2019ll notice we only have two of the three [branches]\u2026We just have a legislative branch and kind of have judicial with the Constitutional Committee, [but] the executive function is an emergent property of the people.\u201d<\/p>\n<p>Hoskinson noted that if Cardano succeeds under this model, it could set a transformative precedent: \u201cIf Cardano is successful\u2026we\u2019ve proven that for any governing structure\u2014a corporation, a nation-state\u2014you name it.
