All that\u2019s missing is the legislation.<\/p>\n<p>That\u2019s according to Juan Carlos Reyes, the president of the Comisi\u00f3n Nacional de Activos Digitales (CNAD), the agency in charge of regulating cryptocurrencies in El Salvador.<\/p>\n<p>\u201cFrom my perspective, Paraguay seems to have the groundwork laid for supervision, regulation, and taxation regimes. It feels like they\u2019re just waiting for politicians to approve or propose a formal law to move things forward,\u201d Reyes told CoinDesk.<\/p>\n<p>On Friday Reyes signed a <a href=\"https:\/\/www.coindesk.com\/policy\/2025\/03\/10\/el-salvador-signs-crypto-regulation-agreement-with-paraguay\" target=\"_blank\">crypto regulatory agreement<\/a> with Liliana Elizabeth Alcaraz Recalde, head of Paraguay\u2019s Secretar\u00eda de Prevenci\u00f3n de Lavado de Dinero o Bienes (SEPRELAD). The agreement aims to facilitate cooperation between the two countries when it comes to crypto, including the detection and control of unlicensed crypto operations in Paraguay and the strengthening of anti-money laundering practices.<\/p>\n<p>&#8220;While here, I had the opportunity to attend a presentation by the Director of Taxation, who outlined the country\u2019s proposed strategy and direction for regulating cryptocurrencies once the government provides legislative clarity,\u201d Reyes told CoinDesk. &#8220;We\u2019ve also been engaging with Paraguay\u2019s Financial Investigative Unit for some time, sharing best practices and studying how El Salvador has successfully regulated and supervised this market.\u201d<\/p>\n<p>El Salvador has <a href=\"https:\/\/www.coindesk.com\/policy\/2024\/11\/16\/an-interview-with-el-salvadors-top-crypto-regulator-developing-countries-can-lead-the-financial-revolution\" target=\"_blank\">one of the most comprehensive crypto regulatory frameworks<\/a> in the world, and other countries have reached out to the small Central American nation for guidance. Back in December, Reyes signed a <a href=\"https:\/\/www.coindesk.com\/policy\/2024\/12\/10\/el-salvador-and-argentina-regulators-sign-agreement-to-help-develop-crypto-industry\" target=\"_blank\">similar agreement<\/a> with Argentina\u2019s Comisi\u00f3n Nacional de Valores (CNV).<\/p>\n<p>\u201cOne concern I have about the delay in establishing clear regulations is the potential growth of an informal crypto market. If it\u2019s not addressed soon, it could expand to a scale that becomes difficult, if not impossible, to supervise effectively,\u201d Reyes said about Paraguay.<\/p>\n<p>\u201cThis reminds me of the unregulated sale of U.S. dollars outside formal retail channels in many countries with their own currencies,\u201d he added. \u201cIndependent sellers often provide better rates, but there\u2019s no traceability of the funds or visibility into who\u2019s involved. Without timely regulation, I worry cryptocurrencies could follow a similar trajectory here, growing to a point that\u2019s tough to manage.\u201d<\/p>\n<p>SEPRELAD did not respond to a request for comment.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Paraguayan agencies are ready to integrate the crypto sector.
