Two bills that would have permitted as much as 10% of certain state funds to be collateralized by the cryptocurrency were withdrawn on May 3 when the legislative session concluded.<\/p>\n<p>Neither bill was brought to a floor vote before being \u201cindefinitely <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2025\/487\" target=\"_blank\" rel=\"noopener nofollow\">postponed<\/a> and withdrawn from consideration,\u201d reports said.<\/p>\n<h2>States Reject Crypto Reserve Legislation In Rapid Succession<\/h2>\n<p>The Florida effort\u2019s collapse comes on the heels of similar failures in at least seven other states this year. Arizona, Oklahoma, South Dakota, Montana, North Dakota, Pennsylvania, and Wyoming all rejected or ditched <a href=\"https:\/\/www.coingecko.com\/en\/coins\/bitcoin\" target=\"_blank\" rel=\"noopener nofollow\">Bitcoin<\/a> treasury bills in recent months.<\/p>\n<p>A few bills made it closer to the vote than anyone anticipated. In Arizona, a bill passed both the House and Senate before Governor Katie Hobbs vetoed it last week. Retirement funds, the governor said in her veto message, are \u201cnot the place to test unproven assets.\u201d<\/p>\n<h2>Legislative Committee Votes Show Divided Opinion On Crypto Investment<\/h2>\n<p>The voting records in states show conflicting opinions regarding government Bitcoin reserves. Oklahoma\u2019s legislation moved through one committee with wide support but was defeated 6-5 in the Senate Revenue and Taxation Committee on April 29.<\/p>\n<p>Senator Christi Gillespie changed to supporting the legislation after hearing from constituents, but this was not enough to rescue it.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full\" src=\"https:\/\/www.tradingview.com\/x\/4JYzxJdC\/\" width=\"2048\" height=\"959\"><\/p>\n<p>South Dakota legislators voted down their bill in a 9-3 committee vote last February. Montana\u2019s House Bill 429 died on a full floor vote of 59-41 despite proponents presenting it as an easy means of diversifying investment risk. North Dakota\u2019s bill suffered the same fate with a 57-32 rejection.<\/p>\n<p>Wyoming\u2019s push received near zero support, with only one legislator voting for it. Pennsylvania\u2019s bill never even left committee to receive a vote.<\/p>\n<p>Most State Bitcoin Bills Now Dead Or Stalled<\/p>\n<p>The tide of rejection is a stark reversal from earlier this year. Just weeks ago, over 45 <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/03\/establishment-of-the-strategic-bitcoin-reserve-and-united-states-digital-asset-stockpile\/\" target=\"_blank\" rel=\"noopener nofollow\">Bitcoin reserve bills<\/a> had been filed in more than two dozen states.<\/p>\n<p>According to data from Bitcoin reserve tracker <a href=\"https:\/\/bitcoinlaws.io\/reserve-race\" target=\"_blank\" rel=\"noopener nofollow\">Bitcoin Laws<\/a>, that now stands at 36 active bills in 19 states.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" class=\"aligncenter size-full wp-image-466889\" src=\"https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/05\/a_689338.png?resize=960%2C553\" alt=\"\" width=\"960\" height=\"553\" srcset=\"https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/05\/a_689338.png?w=960 960w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/05\/a_689338.png?w=640 640w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/05\/a_689338.png?w=768 768w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/05\/a_689338.png?w=750 750w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\"><\/p>\n<p>Utah, which had been viewed by many as a leader in the movement early on, ultimately removed crucial provisions from its blockchain bill. Arizona has a stand-alone bill (SB 1373) still pending the governor\u2019s signature.
