{"id":25732,"date":"2025-05-08T09:01:46","date_gmt":"2025-05-08T09:01:46","guid":{"rendered":"https:\/\/dogewisperer.com\/?p=25732"},"modified":"2025-05-08T09:01:46","modified_gmt":"2025-05-08T09:01:46","slug":"arizona-becomes-second-state-to-enact-crypto-investment-bill","status":"publish","type":"post","link":"https:\/\/dogewisperer.com\/?p=25732","title":{"rendered":"Arizona Becomes Second State to Enact Crypto Investment Bill"},"content":{"rendered":"<div>\n<p>Arizona Governor Katie Hobbs has signed House Bill 2749, making the state the second in the US to create a framework for a Bitcoin and digital asset reserve fund.<\/p>\n<p>The law establishes a budget-neutral approach to managing digital assets that come into state possession.<\/p>\n<p>The move comes days after Hobbs vetoed Senate Bill 1025, which would have allowed investment of up to 10% of treasury and pension assets in digital currencies. She described crypto assets as \u201cuntested investments\u201d at the time, drawing the ire of industry proponents.<\/p>\n<h2>No Direct Investments<\/h2>\n<p>The bill is not as direct as the previous one that Hobbs vetoed. This legislation doesn\u2019t allow direct investment, but moves unclaimed assets, airdrops, and staking rewards into a reserve.<\/p>\n<p>However, it shows Governor Hobbs \u201cis willing to enact pro-crypto legislation,\u201d said Bitcoin Laws.<\/p>\n<p>This matters because SB 1373, which is the meaningful Strategic Reserve bill in Arizona, is currently at Governor Hobbs\u2019 desk awaiting either a signature or a veto, they added.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Arizona Update:<\/p>\n<p>HB 2749 has been signed into law, technically creating AZ\u2019s first crypto reserve.<\/p>\n<p>It doesn\u2019t allow investment, but moves unclaimed assets, airdrops, and staking rewards into a reserve.<\/p>\n<p>IMPORTANT: Shows Gov. Assets can be actively staked by qualified custodians to generate returns for <a href=\"https:\/\/cryptopotato.com\/arizona-legislature-passes-landmark-bitcoin-investment-bills\/\" data-wpel-link=\"internal\">Arizona<\/a>. Crypto assets are considered abandoned after three years of inactivity, and the state is prohibited from selling digital assets below market prices.<\/p>\n<p>Representative Jeff Weninger, who introduced the bill, <a href=\"https:\/\/x.com\/JeffWeninger\/status\/1920272163161964589\" data-wpel-link=\"external\" target=\"_blank\">thanked<\/a> Satoshi Action Fund co-founder Dennis Porter for his work helping get this and other Bitcoin bills to the finish line.<\/p>\n<p>Arizona\u2019s approach differs from that of New Hampshire, which recently <a href=\"https:\/\/cryptopotato.com\/new-hampshire-becomes-first-us-state-to-enact-bitcoin-reserve-bill\/\" data-wpel-link=\"internal\">authorized direct investment<\/a> of up to 5% of public funds into cryptocurrencies with market caps exceeding $500 billion, currently only Bitcoin.<\/p>\n<p>The move also comes just days after Florida\u2019s legislature dropped two similar crypto investment bills. Florida\u2019s House Bill 487 and Senate Bill 550 have been \u201cindefinitely postponed and withdrawn from consideration.\u201d<\/p>\n<h2>Texas Advances SBR Bill<\/h2>\n<p>Texas has also advanced its strategic Bitcoin reserve legislation by passing SB 21 out of the House Committee and to the final floor for a vote before heading to the Governor\u2019s desk.<\/p>\n<p>The bill gives the Texas Comptroller of Public Accounts the authority to acquire, sell, and trade investments, including digital assets.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">HUGE: TEXAS JUST PASSED \u2018STRATEGIC BITCOIN RESERVE\u2019 OUT OF THE HOUSE COMMITTEE.
