This move follows the steps of Arizona and New Hampshire, which recently signed two SBR bills into law.<\/p>\n<h2 style=\"font-weight: 400;\">Texas Bitcoin Reserve\u2019s Fate To Be Decided By June 2<\/h2>\n<p style=\"font-weight: 400;\">On Wednesday, the Texas House Committee on Delivery of Government Efficiency (DOGE) passed Senate Bill 21 (SB 21), advancing to the next legislative stage.<\/p>\n<p style=\"font-weight: 400;\">Sponsored by State Senator Charles Schwertner, the bill aims to establish the Texas Strategic Bitcoin (BTC) Reserve, allowing the state\u2019s comptroller to invest in crypto assets with a market capitalization of at least $500 billion over the past twelve months.<\/p>\n<p style=\"font-weight: 400;\">The House Committee passed SB 21 in a 9-4 vote with no amendments, and with no more referred Committees, it will proceed to the final House floor vote. Notably, the bill swept the Texas Senate in a 25-5 vote two months ago.<\/p>\n<p style=\"font-weight: 400;\"><img data-recalc-dims=\"1\" fetchpriority=\"high\" decoding=\"async\" class=\"size-large wp-image-469919 aligncenter\" src=\"https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/05\/GqY_R4GWgAAIwtQ.jpeg?w=980&amp;resize=980%2C535\" alt=\"bitcoin\" width=\"980\" height=\"535\" srcset=\"https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/05\/GqY_R4GWgAAIwtQ.jpeg?w=1532 1532w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/05\/GqY_R4GWgAAIwtQ.jpeg?w=640 640w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/05\/GqY_R4GWgAAIwtQ.jpeg?w=768 768w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/05\/GqY_R4GWgAAIwtQ.jpeg?w=980 980w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/05\/GqY_R4GWgAAIwtQ.jpeg?w=750 750w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/05\/GqY_R4GWgAAIwtQ.jpeg?w=1140 1140w\" sizes=\"(max-width: 980px) 100vw, 980px\"><\/p>\n<p style=\"font-weight: 400;\">Pierre Rochard, CEO of The Bitcoin Bond Company, <a href=\"https:\/\/x.com\/BitcoinPierre\/status\/1920297250309210608\" target=\"_blank\" rel=\"noopener nofollow\">affirmed<\/a> that it is likely that Texas will have an SBR, but noted that the \u201cbig open question is how much BTC will be acquired.\u201d<\/p>\n<p style=\"font-weight: 400;\">Notably, Senator Schwertner initially filed the crypto legislation in January as Senate Bill 778 (SB 778), which imposed a $500 million annual cap on BTC purchases and had more restrictive oversight and security measures.<\/p>\n<p style=\"font-weight: 400;\">In February, he <a href=\"https:\/\/bitcoinist.com\/bitcoin-reserve-bill-texas-removes-500m-buying-cap\/\" target=\"_blank\" rel=\"noopener \">refiled<\/a> the bill as SB21, removing the annual purchasing limit and expanding the legislation\u2019s reach to include other crypto assets that met the $500 billion market capitalization threshold.<\/p>\n<p style=\"font-weight: 400;\">Julian Fahrer, Bitcoin Laws founder, <a href=\"https:\/\/x.com\/Julian__Fahrer\/status\/1920292876493136049\" target=\"_blank\" rel=\"noopener nofollow\">suggested<\/a> that the final decision on SB 21 should be known within the next three weeks at the latest, as the Texas legislature adjourns on June 2. If the legislation passes the vote by all members of the House, it would be headed to the governor\u2019s desk to be signed or vetoed.<\/p>\n<h2 style=\"font-weight: 400;\">US SBR Race Continues<\/h2>\n<p style=\"font-weight: 400;\">Texas follows the steps of New Hampshire and Arizona, which became the first two states with a Strategic Bitcoin Reserve in the US. On Tuesday, New Hampshire\u2019s governor, Kelly Ayotte, <a href=\"https:\/\/bitcoinist.com\/new-hampshire-establishes-strategic-bitcoin-reserve\/\" target=\"_blank\" rel=\"noopener \">announced<\/a> she had signed House Bill 302 (HB 302) into law, allowing the state to invest up to 5% of its public funds into digital assets with at least a $500 billion market cap, like BTC, and precious metals.<\/p>\n<p style=\"font-weight: 400;\">Similarly, Arizona\u2019s governor, Katie Hobbs, signed House Bill 2749 (HB 2740) on Wednesday, \u201ctechnically creating AZ\u2019s first crypto reserve,\u201d detailed Bitcoin Laws. The legislation doesn\u2019t allow investments, but enables the state to move unclaimed assets, airdrops, and staking rewards into a reserve.<\/p>\n<p style=\"font-weight: 400;\">The policy tracking platform <a href=\"https:\/\/x.com\/Bitcoin_Laws\/status\/1920275892632273064\" target=\"_blank\" rel=\"noopener nofollow\">affirmed<\/a> that this is a significant move as it shows Governor Hobbs is \u201cwilling to enact pro-crypto legislation\u201d after vetoing Senate Bill 1025 (SB 1025) last week.<\/p>\n<p style=\"font-weight: 400;\">As <a href=\"https:\/\/bitcoinist.com\/arizona-state-governor-vetos-bitcoin-reserve-bill\/\" target=\"_blank\" rel=\"noopener \">reported<\/a> by Bitcoinist, the governor vetoed the \u201cArizona Strategic Bitcoin Reserve Act\u201d because crypto assets were too \u201cuntested\u201d for the state\u2019s retirement fund.
