Speaking on the UN:BLOCK podcast, he insisted that \u201ca national strategic Bitcoin reserve is only a matter of time,\u201d adding that Latvia\u2019s small, export-oriented economy could reap oversized gains by moving first.<\/p>\n<p>\u201cWe need to think about how we can open those doors even wider, how we can show that we\u2019re truly welcoming international companies, that they see the ecosystem here is open to crypto,\u201d Valainis <a href=\"https:\/\/www.youtube.com\/watch?v=kyKrutrx8l8\" target=\"_blank\" rel=\"noopener nofollow\">told<\/a> the show. \u201cThere are people here who understand it\u2026 There\u2019s a whole incredibly strong ecosystem, which maybe hasn\u2019t been heard of enough, not just in Latvia, but globally.\u201d<\/p>\n<h2>Will Latvia Establish A Strategic Bitcoin Reserve?<\/h2>\n<p>Grass-roots momentum already exists. A citizen petition on the Manabalss.lv platform asks the government to create a Bitcoin reserve, arguing that early movers \u201cgain financially and reputationally.\u201d Valainis backs the proposal: \u201cWhen I was first asked to comment, I was very supportive. I don\u2019t see any significant risks. It\u2019s a way to symbolically show that you believe in this sector, that you believe in the future of everything related to Web3, and that you\u2019re actively engaging with it.\u201d<\/p>\n<p>He even cited the United States \u2014 \u201cI think it\u2019s something the U.S. has just done\u2014Trump made that decision\u201d \u2014 as proof that large jurisdictions are formalising crypto holdings, though Washington has not yet published details of any such programme.<\/p>\n<p>Valainis frames crypto openness as a competitive play. \u201cIf we allowed taxes to be paid in crypto, I think we\u2019d instantly get global attention\u2026 Honestly, we\u2019ve got nothing to lose. We can only gain.\u201d Riga has already abolished the 3 percent withholding tax on crypto-asset disposals by non-residents for a three-year trial beginning 1 January 2025, a measure the minister championed to draw exchanges and custodians.<\/p>\n<p>The policy sits atop the Crypto-Asset Service Law, in force since 30 June 2024, which meshes national rules with the EU\u2019s Markets in <a href=\"https:\/\/bitcoinist.com\/googles-eu-crypto-ad-policy-mica-licensed-platforms\/\" target=\"_blank\" rel=\"noopener \">Crypto-assets Regulation (MiCA)<\/a> and designates Latvijas Banka as licensing authority. Existing providers may operate without a full MiCA licence until 30 June 2025 \u2014 a window Valainis described as \u201ca door we can open even wider\u201d to multinationals.<\/p>\n<p>\u201cWe have a variety of regulatory and security mechanisms in place that would allow us to react promptly if something went wrong or any risks emerged,\u201d he said. \u201cPeople still drive cars even though there\u2019s a risk of accidents. The benefits far outweigh the risks.\u201d<\/p>\n<p>The minister linked a prospective Bitcoin allocation to Latvia\u2019s second-pillar pension system, whose assets reached \u20ac8.78 billion at end-2024, less than a tenth of it invested domestically. \u201cThat\u2019s serious money\u2026 Most of it is already outside Latvia\u2014invested in other economies.\u201d Redirecting even a fraction into alternative assets such as Bitcoin, he argued, would align the fund with \u201cmajor US pension funds\u201d that are already buying crypto.<\/p>\n<p>Indeed, the <a href=\"https:\/\/bitcoinist.com\/blackrocks-bitcoin-etf-secures-99m-investment\/\" target=\"_blank\" rel=\"noopener \">State of Wisconsin Investment Board<\/a> lifted its Bitcoin exposure to roughly $321 million this quarter, while the <a href=\"https:\/\/bitcoinist.com\/michigans-pension-fund-allocates-10m-ethereum-etf\/\" target=\"_blank\" rel=\"noopener \">Michigan State Retirement System<\/a> made a $6.6 million allocation to a spot-Bitcoin ETF last summer. Valainis sees such moves as validation: \u201cThey understand there are no other options. It has to be done. And the sooner you do it\u2026 you\u2019ll attract far greater benefits.\u201d<\/p>\n<p>Latvia\u2019s crypto-curious posture rests on a maturing start-up scene. Last November the country\u2019s two print-on-demand giants merged, creating a combined \u201cmega-unicorn\u201d valued well above $1 billion.
