It\u2019s a move that has gathered steam over just one quarter.<\/p>\n<h2><strong>Strategy Shares Fill Pension Portfolios<\/strong><\/h2>\n<p>According to data from Julian Fahrer, these public funds boosted their holdings by 302\u202fmillion in Q1 2025. That is an average increase of 44% in their position sizes. <a href=\"https:\/\/www.strategy.com\/\" target=\"_blank\" rel=\"noopener nofollow\">Strategy\u2019s shift into Bitcoin<\/a> has made its stock act like a stand\u2011in for the digital asset. Trustees who worry about custody or rule changes can trade MSTR shares just like any other stock.<\/p>\n<h2><strong>Coast To Coast Buying Spree<\/strong><\/h2>\n<p>California leads the charge with 694,119 shares worth about 276\u202fmillion. In Florida, public plans hold 221,860 shares, roughly 88\u202fmillion in value. Other states such as Arizona and New Jersey have taken smaller positions too. This trend can be seen showing up from Salt Lake City to Raleigh.<\/p>\n<p><strong>Rapid Growth In Some States<\/strong><\/p>\n<p>Utah\u2019s retirement systems stand out with an increase of 184%, owning 25,287 shares. Colorado climbed 67% higher. Florida\u2019s stake rose 38%, Texas by 33%, and Louisiana by 30%. Maryland and New Jersey also chipped in more this quarter. It looks like some boards felt a sudden rush to get on board, while others moved more slowly.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"size-full\" src=\"https:\/\/www.tradingview.com\/x\/kkt0QGML\/\" width=\"1835\" height=\"884\"><br \/>\n<strong>State Boards Push Crypto Boundaries<\/strong><\/p>\n<p>Based on reports, lawmakers in 26 states have filed 47 <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/05\/15\/congress\/crypto-deal-senate-bill-stablecoin-00349846\" target=\"_blank\" rel=\"noopener nofollow\">crypto\u2011related bills<\/a> so far this session. About 37 of those are still active. These moves show that some politicians want to let public funds handle Bitcoin directly, but others aren\u2019t ready.<\/p>\n<p><strong>Risk And Reward On The Horizon<\/strong><\/p>\n<p>Pension funds need steady returns to meet future payouts. Bitcoin\u2019s gains have been eye\u2011catching. Yet the coin is known for big swings. Strategy shares often magnify those moves. If Bitcoin slides suddenly, state funds could take a big hit.<\/p>\n<p>On the flip side, another strong rally would make these holdings look smart. For now, public managers seem to be testing the waters.
