Bo Hines, executive director of the White House President\u2019s Council of Advisers on Digital Assets, revealed that the Trump administration will unveil the architecture of its Strategic Bitcoin Reserve \u201cin short order,\u201d adding fresh detail to a policy that has so far existed largely as a one-page executive order and a handful of high-level talking points.<\/p>\n

Strategic Bitcoin Reserve Timeline Narrows<\/h2>\n

Speaking in a live fireside chat<\/a> with analyst Scott Melker, Hines said the reserve framework is already circulating among inter-agency working groups set up under President Trump\u2019s first digital-assets executive order, signed on the president\u2019s third day in office. \u201cWhen we\u2019re ready to announce that, which I\u2019m sure will be in short order, I think that this community will be extremely pleased,\u201d he declared.<\/p>\n

Although he declined to specify a launch date, Hines indicated that the reserve design will surface before the 180-day deadline<\/a> set by the order for a comprehensive \u201cbook-length\u201d report on digital-asset regulation. That report, due July 22, is expected to consolidate recommendations from the Treasury, Commerce Department, Justice Department, SEC and CFTC.<\/p>\n

\u201cWe\u2019re at the stage now where the heavy demolition of bad rules is 80-to-90 percent complete,\u201d Hines said, referring to what he calls the administration\u2019s three-phase strategy: demolition of \u201cblue-tape\u201d over-regulation, construction of statutory clarity, and implementation across traditional finance.<\/p>\n

Hines insisted that the reserve will not rely on direct appropriations. \u201cWe want as much Bitcoin as we can possibly get,\u201d he reiterated, \u201cbut we have to do this in budget-neutral ways<\/a> that don\u2019t cost the taxpayer a dime.\u201d<\/p>\n

Options under consideration include tapping federally chartered miners, issuing BitBonds<\/a>, and allowing agencies to receive certain fees in BTC. \u201cThere can be hundreds, if not thousands, of ways we do this,\u201d Hines added, cautioning that prematurely disclosing a preferred mechanism would \u201cpoison the well\u201d for Congressional negotiations. Treasury and Commerce have already been instructed to produce menus of \u201ccreative financing structures,\u201d he said, and will play a lead role once the executive-branch blueprint is public.<\/p>\n

Codifying the reserve in law remains the administration\u2019s stated goal, but Hines suggested the White House has bought itself \u201ca little bit of time\u201d by anchoring policy in the executive order. The legislative priority stack remains stable-coin rules first, broad market-structure second, and reserve authorization third. \u201cProviding the clear regulatory framework more generally \u2026 gives us the momentum we need to enshrine the Strategic Bitcoin Reserve into law,\u201d he argued.<\/p>\n

Progress on that framework, Hines said, has been faster than many on Capitol Hill anticipated. The bipartisan Genius Act<\/a> cleared a cloture vote with 69 Senate supporters last week and is expected to reach the president\u2019s desk \u201cnext week.\u201d Stablecoin issuers would hold one-to-one reserves in US Treasuries and undergo big-five audits\u2014provisions Hines claims will \u201cpour trillions and trillions of dollars into the US economy\u201d and create natural on-ramps into Bitcoin. Market-structure legislation is slated to enter House markup on June 10 and is \u201con a glide path\u201d for Senate introduction by month-end.<\/p>\n
