The legislation became the third crypto bill to be rejected by the governor this session.<\/p>\n<h2 style=\"font-weight: 400;\">Governor Hobbs Says No To Bitcoin Reserve Bill<\/h2>\n<p style=\"font-weight: 400;\">On Tuesday, Arizona Governor Katie Hobbs <a href=\"https:\/\/x.com\/Bitcoin_Laws\/status\/1940214522087973067\" target=\"_blank\" rel=\"noopener nofollow\">vetoed<\/a> a crypto legislation that aimed to update the state\u2019s forfeiture law to include digital assets and create a Bitcoin Reserve out of seized assets.<\/p>\n<p style=\"font-weight: 400;\">Notably, the Arizona State Senate <a href=\"https:\/\/bitcoinist.com\/arizona-senate-revives-failed-bitcoin-reserve-bill-for-seized-crypto-assets\/\" target=\"_blank\" rel=\"noopener \">revived<\/a> House Bill 2324 (HB 2324) two weeks ago after it failed to pass the House of Representatives\u2019 third reading in May. The Senate voted in favor of the motion to reconsider the legislation, sending it back to the House for consideration.<\/p>\n<p style=\"font-weight: 400;\">On June 24, the bill passed the House with a 34-22 vote in favor before sending it to Governor Hobbs\u2019 desk last week, where it became the third Bitcoin Reserve proposal rejected over the past two months.<\/p>\n<p style=\"font-weight: 400;\">According to the July 1 decision, the governor considers that HB 2324 \u201cdisincentivizes local law enforcement from working with the state on digital asset forfeiture by removing seized assets from local jurisdictions.\u201d<\/p>\n<p style=\"font-weight: 400;\"><img data-recalc-dims=\"1\" fetchpriority=\"high\" decoding=\"async\" class=\"size-large wp-image-520603 aligncenter\" src=\"https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/Gu0G0sHXYAA3Ko8.jpeg?w=586&amp;resize=586%2C660\" alt=\"bitcoin\" width=\"586\" height=\"660\" srcset=\"https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/Gu0G0sHXYAA3Ko8.jpeg?w=1066 1066w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/Gu0G0sHXYAA3Ko8.jpeg?w=373 373w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/Gu0G0sHXYAA3Ko8.jpeg?w=768 768w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/Gu0G0sHXYAA3Ko8.jpeg?w=586 586w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/Gu0G0sHXYAA3Ko8.jpeg?w=750 750w\" sizes=\"(max-width: 586px) 100vw, 586px\"><\/p>\n<p style=\"font-weight: 400;\">The legislation would have updated Arizona\u2019s forfeiture laws to include digital assets and establish new provisions for seizing, storing, and allocating cryptocurrencies and other assets.<\/p>\n<p style=\"font-weight: 400;\">Additionally, it would have established new procedures for law enforcement to seize digital assets and clarified rules around property forfeiture, including protections for innocent owners and limitations on when properties can be seized, aiming to modernize forfeiture laws to address the complexity of crypto in criminal investigations.<\/p>\n<p style=\"font-weight: 400;\">The bill would have also created a \u201cBitcoin and Digital Assets Reserve Fund\u201d to manage crypto assets obtained through criminal asset forfeiture. HB 2324\u2019s revival followed the enactment of House Bill 2749 (HB 2749), which was signed into law on May 7.<\/p>\n<p style=\"font-weight: 400;\">The legislation updated Arizona\u2019s unclaimed property laws to include Bitcoin and other <a href=\"https:\/\/bitcoinist.com\/trump-raising-220-million-for-american-bitcoin\/\" target=\"_blank\" rel=\"noopener \">cryptocurrencies<\/a>, technically creating the state\u2019s first and only reserve for crypto assets. The bill allows authorities to hold unclaimed cryptocurrencies and establish a \u201cBitcoin Reserve Fund\u201d without using state funds or taxpayers\u2019 money.<\/p>\n<p style=\"font-weight: 400;\">Nonetheless, the \u201cpro-crypto\u201d nod from Governor Hobbs has been outshone by her veto of two other bills, Senate Bill 1025 (SB 1025) and Senate Bill 1373 (SB 1373). The Governor argued that crypto assets were too \u201cuntested\u201d and volatile for state funds.<\/p>\n<h2 style=\"font-weight: 400;\">Connecticut Bans BTC Reserve<\/h2>\n<p style=\"font-weight: 400;\">Meanwhile, Connecticut has <a href=\"https:\/\/x.com\/Bitcoin_Laws\/status\/1939840917323882641\" target=\"_blank\" rel=\"noopener nofollow\">followed<\/a> a similar path to Arizona after Governor Ned Lamont officially signed into law a \u201cBitcoin Reserve Ban\u201d on Monday. Starting October 1, the state will be prohibited from accepting, holding, or investing in crypto assets.<\/p>\n<p style=\"font-weight: 400;\">As <a href=\"https:\/\/bitcoinist.com\/connecticut-lawmakers-pass-bill-banning-state-investments-in-crypto\/\" target=\"_blank\" rel=\"noopener \">reported<\/a> by Bitcoinist, House Bill 7082 (HB 7082), or \u201cAn Act Concerning Various Revisions to the Money Transmission Statutes, State Payments and Investments in Virtual Currency (\u2026),\u201d passed both the House and the Senate unanimously in mid-June.<\/p>\n<p style=\"font-weight: 400;\">The bill updated Connecticut\u2019s money transmission laws, with a focus on regulating digital assets, and expanded the definition of money transmission to include the use of digital wallets and crypto kiosks.<\/p>\n<p style=\"font-weight: 400;\">Moreover, it imposed several new provisions for money transmitters, including strict licensing, compliance, and disclosure requirements on businesses that hold, transmit, or store virtual currency on behalf of others.<\/p>\n<p style=\"font-weight: 400;\">Notably, HB 7082 specifically prohibited the establishment of a strategic reserve, detailing that \u201cNeither the state nor any political subdivision of the state shall (\u2026) establish a reserve of virtual currency.\u201d<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" class=\"size-large wp-image-520593 aligncenter\" src=\"https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/BTCUSDT_2025-07-02_11-22-52.png?w=980&amp;resize=980%2C541\" alt=\"bitcoin, btc, btcusdt\" width=\"980\" height=\"541\" srcset=\"https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/BTCUSDT_2025-07-02_11-22-52.png?w=1086 1086w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/BTCUSDT_2025-07-02_11-22-52.png?w=640 640w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/BTCUSDT_2025-07-02_11-22-52.png?w=768 768w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/BTCUSDT_2025-07-02_11-22-52.png?w=980 980w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/BTCUSDT_2025-07-02_11-22-52.png?w=750 750w\" sizes=\"auto, (max-width: 980px) 100vw, 980px\"><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Arizona\u2019s governor has rejected a recently revived bill that would have established a Bitcoin (BTC) Reserve comprised of seized digital assets.
