In a late\u2011night Truth Social post on July\u202f21, President Donald\u202fTrump embedded a video of Coin\u202fCenter research director Peter\u202fVan\u202fValkenburgh\u2019s 2018 Senate testimony and declared it the \u201cgreatest Bitcoin explanation of all time,\u201d urging supporters to watch the full clip.<\/p>\n

The video, recorded during a Banking Committee hearing on the nascent crypto ecosystem, presents Van\u202fValkenburgh\u2019s core argument that Bitcoin is \u201cthe world\u2019s first public digital payments infrastructure.\u201d \u201cIt lets you send and receive value to and from anyone in the world using nothing more than a computer and an internet connection,\u201d he tells lawmakers, later calling the protocol \u201ca computer\u2011science breakthrough\u201d that could rival \u201cthe birth of the Internet\u201d for its impact on human freedom.<\/p>\n

Report On The Strategic Bitcoin Reserve Incoming?<\/h2>\n

Trump\u2019s public endorsement lands on the eve of a self\u2011imposed deadline. On January\u202f23 the president signed Executive Order\u202f14178<\/a>, instructing a high\u2011level Working Group on Digital Asset Markets to deliver\u2014within 180\u202fdays\u2014a sweeping set of legislative and regulatory recommendations on cryptocurrencies. The report is due July\u202f22.<\/p>\n

Rumors circulating on X suggest that tomorrow\u2019s document will, for the first time, publish an official inventory of federal Bitcoin holdings, consolidate those coins into the Strategic Bitcoin Reserve created by a March\u202f6 order, and outline \u201cbudget\u2011neutral<\/a>\u201d mechanisms to expand the reserve without new taxpayer outlays.<\/p>\n

Independent tallies suggest the numbers are substantial. Chainalysis estimates that wallets controlled by US agencies contain roughly 200,000\u202fBTC\u2014about\u202f$20.4\u202fbillion at current prices\u2014making Washington the largest sovereign holder of Bitcoin.<\/p>\n

However, it is not quite clear if the US government still owns all of them. In December\u202f2024, weeks before Trump\u2019s inauguration, a federal judge authorized the Justice Department to liquidate 69,370\u202fBTC seized from the Silk\u202fRoad hacker known as \u201cIndividual\u202fX,\u201d a haul then worth about $6.5\u202fbillion. Prior to the election, coins were transferred to Coinbase Prime under the Biden administration<\/a>.<\/p>\n

Trump\u2019s March order takes the opposite tack, forbidding sales of reserve Bitcoin and directing Treasury and Commerce to devise cost\u2011neutral acquisition strategies.<\/p>\n

The president\u2019s post also caps \u201cCrypto\u202fWeek.\u201d On Friday Trump signed the GENIUS Act, the first federal statute governing dollar\u2011backed stablecoins, while the House advanced the CLARITY Act and the Anti\u2011CBDC Surveillance State Act, measures that would shift much enforcement to the Commodity Futures Trading Commission and bar a Federal Reserve digital currency.<\/p>\n

Whether the Working Group\u2019s report will echo Van\u202fValkenburgh\u2019s assertion that \u201cBitcoin is the world\u2019s first globally accessible public money\u201d remains to be seen. But with the president now personally amplifying that message\u2014and with the policy blueprint due within hours\u2014Washington\u2019s next move on crypto will soon move from speculation to the public record.<\/p>\n
