South Korean Regulator Bars Coinbase, Strategy Assets In One Sweeping Move"},"content":{"rendered":"<div>\n<p>South Korea\u2019s financial watchdog is urging fund managers to scale back on how much crypto-related stock they pack into exchange-traded funds (ETFs).<\/p>\n<p>The Financial Supervisory Service <a href=\"https:\/\/biz.heraldcorp.com\/article\/10537670?ref=naver\" target=\"_blank\" rel=\"noopener nofollow\">(FSS)<\/a> has reportedly issued verbal guidance advising firms not to go overboard with investments in companies like Coinbase and Strategy (formerly MicroStrategy).<\/p>\n<p>The FSS pointed out that the 2017 guidance on virtual currencies remains active and should still be followed. That older directive bars financial institutions from buying, holding, or using digital assets as collateral.<\/p>\n<p>Despite growing interest in crypto and signs of lighter regulation in both the US and South Korea, officials say nothing new has been put into law yet. So for now, old rules still apply.<\/p>\n<h2>ETF Exposure To Crypto Stocks Draws Scrutiny<\/h2>\n<p>One big reason for the <a href=\"https:\/\/www.techinasia.com\/news\/s-korea-watchdog-curbs-asset-firms-ties-to-coinbase-strategy\" target=\"_blank\" rel=\"noopener nofollow\">warning<\/a> seems to be the rising number of ETFs that now hold large amounts of crypto-linked stocks.<\/p>\n<p>According to reports, many of these ETFs list digital asset companies as a key part of their portfolio\u2014sometimes making up more than 10% of the total.<\/p>\n<p><img data-recalc-dims=\"1\" fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full wp-image-538531\" src=\"https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/a_73a388.png?resize=763%2C380\" alt=\"\" width=\"763\" height=\"380\" srcset=\"https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/a_73a388.png?w=763 763w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/a_73a388.png?w=640 640w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/a_73a388.png?w=83 83w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/a_73a388.png?w=360 360w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/07\/a_73a388.png?w=750 750w\" sizes=\"(max-width: 763px) 100vw, 763px\"><\/p>\n<p>For example, the ACE US Stock Bestseller ETF, managed by Korea Investment Trust Management, has a 15% allocation in Coinbase alone.<\/p>\n<p>Another fund, the KoACT US Nasdaq Growth Company Active ETF, holds 7% of Coinbase and 6% of Strategy, totaling 13% in crypto-related stocks.<\/p>\n<p>These funds are mostly passive ETFs, which are designed to mirror a set index. That makes it hard to manually remove specific stocks without causing problems for investors who expect the fund to stick to its structure.<\/p>\n<h2>Market Pushback And Practical Challenges<\/h2>\n<p>Some in the industry aren\u2019t happy about the timing or practicality of the FSS <a href=\"https:\/\/moneycheck.com\/south-korean-regulator-orders-asset-managers-to-cut-crypto-etf-exposure\/\" target=\"_blank\" rel=\"noopener nofollow\">guidance<\/a>. One official with knowledge of the ETF space said that removing specific stocks from index-based ETFs without altering the whole index could cause what\u2019s known as a \u201cgap rate\u201d to spike, leading to tracking errors.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full\" src=\"https:\/\/www.tradingview.com\/x\/kCcIfS6F\/\" width=\"1835\" height=\"884\"><\/p>\n<p>Another concern is fairness. Critics say it doesn\u2019t make sense to limit only local ETFs when South Korean investors can easily access US-based ETFs that hold the same crypto stocks. In that case, the money just flows around the restriction instead of through it.<\/p>\n<p>\u201cThere\u2019s already a lot of indirect investment happening through US ETFs,\u201d one source said. \u201cPutting restrictions only on Korean ETFs won\u2019t really stop the trend.\u201d<\/p>\n<p>Old Rules, New Problems<\/p>\n<p>South Korea has been cautious about corporate involvement in crypto since 2017, when officials moved to shut down company-level trading in response to a spike in speculative activity.<\/p>\n<p>Back then, the fear was mainly about money laundering and price manipulation.
