Yet for traders hoping to learn how many Bitcoin the federal government already owns\u2014or how it intends to buy more without new appropriations\u2014the document was striking for what it left unsaid.<\/p>\n<p>Framed by the White House as the most comprehensive federal assessment of digital-asset policy ever produced, the report urges Congress to give the Commodity Futures Trading Commission spot-market authority, presses the Securities and Exchange Commission to deploy safe-harbours and sandboxes, and reprises the administration\u2019s opposition to a central-bank digital currency. But after 160 pages of granular recommendations, the only reference to the long-anticipated Strategic Bitcoin Reserve (SBR) appears near the end, folded into a single section titled \u201cCementing US Leadership through the Bitcoin Strategic Reserve and US Digital Asset Stockpile.\u201d<\/p>\n<p>That passage reiterates earlier executive orders\u2014No. 14178 of 23 January and <a href=\"https:\/\/bitcoinist.com\/bitcoin-trump-strategic-reserve-order\/\" target=\"_blank\" rel=\"noopener \">No. 14233 of 6 March<\/a>\u2014which direct the Treasury to administer a bitcoin reserve capitalised primarily with forfeited crypto and to devise \u201cbudget-neutral\u201d acquisition strategies for additional purchases. \u201cThe bitcoin in the Reserve will generally not be sold and will be maintained as reserve assets of the United States,\u201d the report states, adding only that Treasury and Commerce \u201cwill develop strategies that could be used to acquire additional bitcoin \u2026 in ways that are <a href=\"https:\/\/bitcoinist.com\/how-us-could-buy-bitcoin-budget-neutral\/\" target=\"_blank\" rel=\"noopener \">budget neutral<\/a>.\u201d<\/p>\n<h2>Bitcoin Reserve Confirmed, But Still Secret<\/h2>\n<p>Hours after publication, Executive Director Bo Hines of the President\u2019s Council of Advisers on Digital Assets faced pointed questions on Crypto in America. Asked for an update on the reserve, Hines replied, \u201cWell, look, we have it. It\u2019s been established through executive order in the SBR,\u201d Hines said.<\/p>\n<p>Hines emphasized the logistical complexities behind implementing such a reserve. \u201cYou have to build the infrastructure. You have to make sure that you\u2019re crossing your T\u2019s and dotting your I\u2019s,\u201d he said. Despite those assurances, the Bitcoin community has grown increasingly frustrated with the lack of substantive disclosures.<\/p>\n<p>Pressed on how much Bitcoin the US government currently holds, Hines refused to provide even a ballpark estimate. \u201cI can\u2019t discuss that right now,\u201d he said. When asked whether it would ever be made public, he responded, \u201cThere are several reasons in which we\u2019re not disclosing that at this time. There might be a time in which we do. But what I will say is, you know, we want <a href=\"https:\/\/bitcoinist.com\/us-must-move-fast-bitcoin-race-has-begun-bo-hines\/\" target=\"_blank\" rel=\"noopener \">as much as we can possibly get<\/a>.\u201d<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">The new report from President Trump\u2019s Digital Asset Group did not address a bitcoin strategic reserve<\/p>\n<p>But I asked <a href=\"https:\/\/twitter.com\/BoHines?ref_src=twsrc%5Etfw\" rel=\"nofollow noopener\" target=\"_blank\">@BoHines<\/a> for an update anyways <img decoding=\"async\" src=\"https:\/\/s.w.org\/images\/core\/emoji\/16.0.1\/72x72\/1f440.png\" alt=\"\ud83d\udc40\" class=\"wp-smiley\" style=\"height: 1em; max-height: 1em;\"><img decoding=\"async\" src=\"https:\/\/s.w.org\/images\/core\/emoji\/16.0.1\/72x72\/1f447.png\" alt=\"\ud83d\udc47\" class=\"wp-smiley\" style=\"height: 1em; max-height: 1em;\"> <a href=\"https:\/\/t.co\/9HYb71a3rP\" rel=\"nofollow\">pic.twitter.com\/9HYb71a3rP<\/a><\/p>\n<p>\u2014 Jacquelyn Melinek (@jacqmelinek) <a href=\"https:\/\/twitter.com\/jacqmelinek\/status\/1950656945435877535?ref_src=twsrc%5Etfw\" rel=\"nofollow noopener\" target=\"_blank\">July 30, 2025<\/a><\/p>\n<\/blockquote>\n<p>That evasiveness has only intensified speculation. As <a href=\"https:\/\/x.com\/MacroScope17\/status\/1950689846751834163\" target=\"_blank\" rel=\"noopener nofollow\">noted<\/a> by macro analyst MacroScope, who previewed the report\u2019s importance to institutional investors, \u201cThe status of both issues [government buying and current BTC holdings] is addressed\u2026 Current amount held: As the months pass without disclosure, I think it\u2019s becoming clear that this is now viewed within the administration as a sensitive issue.\u201d He added that one plausible explanation is that the government may be holding far less Bitcoin than markets assumed\u2014possibly due to prior sales during the Biden administration. \u201cThat gets you back to the issue of government buying,\u201d he said.<\/p>\n<p>This silence has created a vacuum of uncertainty at a time when institutional interest in sovereign Bitcoin accumulation is growing. Analysts had hoped the report would offer details about mechanisms for acquiring Bitcoin in a budget-neutral manner, as President Trump has alluded to in the past. No such strategies were outlined in the report, nor were any timelines given for their release.<\/p>\n<p>Despite the vague tone, Hines reiterated the administration\u2019s ideological support for Bitcoin, calling it \u201cin a class of its own\u201d and affirming that the government \u201cbelieves in accumulation\u2026 in budget-neutral ways.\u201d But those declarations are unlikely to satisfy the demands of market participants.<\/p>\n<p>Either way, the next phase of this evolving policy\u2014especially any concrete evidence of sovereign accumulation\u2014could prove pivotal not only for national crypto strategy but also for institutional positioning.
