But the Trump administration <a href=\"https:\/\/bitcoinist.com\/bo-hines-resign-white-house-crypto-council-director\/\" target=\"_blank\" rel=\"noopener \">moved quickly<\/a>. Patrick Witt is stepping in to run point on crypto policy from the West Wing as Executive Director of the President\u2019s Council of Advisors for Digital Assets, while continuing to serve as Acting Director of the Pentagon\u2019s Office of Strategic Capital (OSC).<\/p>\n<p>Witt is not a Twitter-native crypto influencer; he\u2019s a policy hand with one foot in national security and the other in crypto strategy. The Defense Department lists him as Acting Director of OSC, the investment office stood up to channel credit into critical technologies.<\/p>\n<h2>Who Is Crypto\u2019s New Leader In The White House?<\/h2>\n<p>If you want to know how Patrick Witt thinks about Bitcoin, there\u2019s only one place to look: his <a href=\"https:\/\/bitcoinist.com\/us-bitcoin-accumulation-plan-white-house-deputy\/\" target=\"_blank\" rel=\"noopener \">on-stage interview<\/a> at the Bitcoin Policy Summit in late June\u2014his sole public appearance to date in which he directly discussed Bitcoin and crypto. In that conversation, Witt moved the Strategic Bitcoin Reserve (SBR) from slogan to mechanics. \u201cWe\u2019ve already taken some steps with the SBR,\u201d he said. \u201cHow do we follow that up with the accumulation plan?\u201d<\/p>\n<p>Witt\u2019s rationale for an SBR was framed as statecraft, not speculation. \u201cBitcoin and the digital assets ecosystem is an engine for economic growth,\u201d he argued, adding that the administration \u201cwant[s] to be the crypto capital of the world.\u201d He called digital assets \u201ca tool of modern statecraft,\u201d warning that if the United States doesn\u2019t \u201cactively [shape] and influence what that new construct looks like\u201d for the next-generation financial system, it risks ceding advantage.<\/p>\n<p>Crucially, Witt tied the reserve to an organized policy pipeline rather than a one-off announcement. Alongside the GENIUS Act and CLARITY, he referenced \u201cthe<a href=\"https:\/\/bitcoinist.com\/bo-hines-bitcoin-reserve-crypto-report\/\" target=\"_blank\" rel=\"noopener \"> [now released] report<\/a> on the interagency activities,\u201d then returned to the SBR\u2019s operational next step\u2014\u201cthe accumulation plan.\u201d<\/p>\n<p>Why is Witt the person saying this? Because his second hat is executional. As Acting Director of the Pentagon\u2019s Office of Strategic Capital (OSC), he described a federally backed credit window designed to rebuild industrial capacity and compete in strategic technologies. When he joined, OSC \u201chad $984 million of capital to lend,\u201d later expanding to \u201c$5 billion where we currently sit,\u201d with potential\u2014pending legislation\u2014to \u201cgrow to $200 billion.\u201d<\/p>\n<p>Demand already ran hot: the first notice of funding drew \u201c$9 billion worth of requests,\u201d eight to nine times the initial pool. Asked what might intersect with Bitcoin, Witt was careful but plain: OSC would target \u201cenabling infrastructure\u2026 potentially more on the energy side, compute power. We want compute and energy to be domestic, secure and abundant.\u201d Pair that with an SBR accumulation plan and a clear picture emerges: sovereign balance-sheet exposure to Bitcoin alongside public credit that lowers the cost of the physical inputs miners and broader crypto infrastructure consume.<\/p>\n<p>Witt also made the hierarchy explicit. \u201cWe recognize the difference in the space\u2026 Bitcoin definitely has primacy for us,\u201d he said, even as the White House pushes broader digital-asset policy. The request to industry was equally direct: be \u201ca trusted partner and an objective resource,\u201d bring research and credible projects, and accept that real legislation demands \u201chorse trading and compromise.\u201d That\u2019s the practical context for any SBR rollout: the West Wing will need private-sector expertise to harden custody, automate execution, and publish transparent reporting that markets can trust.<\/p>\n<h2>Bitcoin Softwar Thesis Playing Out?<\/h2>\n<p>This interview also lands squarely in a national-security conversation many in Bitcoin already know: <a href=\"https:\/\/bitcoinist.com\/bitcoin-space-force-labels-crypto-as-strategic\/\" target=\"_blank\" rel=\"noopener \">Major Jason Lowery\u2019s \u201cSoftwar\u201d thesis.<\/a> Lowery argues that proof-of-work is a non-kinetic form of power projection that secures property in cyberspace\u2014an energy-grounded deterrence mechanism. Witt never cites Lowery, but his vocabulary rhymes with it: Bitcoin as \u201cstatecraft,\u201d domestic \u201cmining\u201d as priority, capital markets as a national-security asset, and public credit aimed at energy and compute.<\/p>\n<p>It\u2019s why some community reaction highlighted his dual roles\u2014White House crypto lead and OSC chief\u2014and urged, \u201cIf you haven\u2019t read \u2018Software\u2019 [sic] by Major Jason Lowery, you might want to give it a go.\u201d Whether or not the administration embraces Softwar\u2019s strongest claims, Witt\u2019s only public remarks suggest the reserve is being treated as strategic infrastructure, not a talking point.<\/p>\n<p>Strip it down, and the signal is clean. The White House seems to have made a strategic pivot: it\u2019s a strategic pivot. Trump\u2019s Bitcoin and crypto plans are steered by someone who views it not as an asset class but as critical infrastructure to be controlled.
