On 19 August 2025, during the SALT conference in Wyoming, Atkins<a href=\"https:\/\/www.youtube.com\/live\/34fdBEy2Ibk?t=8414s\" rel=\"nofollow\" target=\"_blank\"> said<\/a> that only a \u201cvery few\u201d crypto tokens should be treated as securities. <\/span><span style=\"font-weight: 400\">He further clarified that the tokens themselves are \u201cprobably not\u201d securities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to Atkins, the classification of the tokens depends on how they are packaged and sold, which is a visible shift from the SEC\u2019s enforcement-led posture under former Chair Gary Gensler. <\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cFrom the SEC\u2019s perspective, we will plow forward on this idea that just the token itself is not necessarily the security. There are very few, in my mind, tokens that are securities. It is SEC\u2019s initiative to modernize digital asset oversight and bring more market infrastructure on-chain.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cProject Crypto\u201d has been introduced as a multi-pronged program to update the SEC\u2019s digital asset rulebook. It is expected to simplify compliance and align oversight with the realities of tokenized finance and market plumbing moving on-chain. \u201cWe must craft a framework that future proofs the crypto markets against regulatory mischief.
