The new measures build upon more than 2,700 existing UK sanctions on Russia and mirror steps taken by the United States <a href=\"https:\/\/bitcoinist.com\/crypto-shock-secret-service-finds-hidden-400-million-in-cold-storage\/\" target=\"_blank\" rel=\"noopener \">earlier this month<\/a>.<\/p>\n<h2>Crypto Exchanges and Stablecoin Network Under Scrutiny<\/h2>\n<p>Among those sanctioned was the Capital Bank of Central Asia and its director, Kantemir Chalbayev, who the UK says played a role in financing goods for Russia\u2019s military.<\/p>\n<p>Two Kyrgyz-based crypto exchanges, Grinex and Meer, were also placed on the sanctions list. Authorities allege these platforms were central to transactions involving the A7A5 stablecoin, which <a href=\"https:\/\/x.com\/A7A5official\/status\/1958212403595747519\" target=\"_blank\" rel=\"noopener nofollow\">moved<\/a> $9.3 billion worth of value within four months.<\/p>\n<p>In addition, several entities and individuals tied to the <a href=\"https:\/\/bitcoinist.com\/russia-cracks-down-on-crypto-miners-new-registry\/\" target=\"_blank\" rel=\"noopener \">network\u2019s infrastructure<\/a> were named, including Luxembourg-based Altair Holding, CJSC Tengricoin, Old Vector, and A7A5 director Leonid Shumakov.<\/p>\n<p>UK Sanctions Minister Stephen Doughty emphasized that the measures were aimed at stopping Moscow from turning to alternative financial systems: \u201cIf the Kremlin thinks they can hide their attempts to soften the blow of our sanctions by laundering transactions through crypto networks, they are mistaken.\u201d<\/p>\n<p>Grinex, one of the sanctioned exchanges, has been widely described as a successor to Garantex, a Russian-linked exchange previously targeted by regulators. Earlier this year, Tether <a href=\"https:\/\/bitcoinist.com\/coalition-of-tether-tron-trm-labs-takes-action\/\" target=\"_blank\" rel=\"noopener \">froze $27 million in USDT<\/a> linked to Garantex after US authorities accused the platform of facilitating illicit transactions.<\/p>\n<h2>Kyrgyzstan\u2019s Response and Broader Implications<\/h2>\n<p>The announcement drew an immediate response from Kyrgyz President Sadyr Japarov, who <a href=\"https:\/\/www.reuters.com\/business\/finance\/kyrgyzstan-appeals-trump-starmer-after-uk-imposes-russia-related-sanctions-2025-08-21\/\" target=\"_blank\" rel=\"noopener nofollow\">criticized<\/a> the UK\u2019s decision and warned against politicizing the country\u2019s banking sector. Japarov stated that none of Kyrgyzstan\u2019s 21 banks were engaged in helping Russia evade sanctions.<\/p>\n<p>To limit exposure, he explained that only the state-owned Keremet Bank is authorized to process transactions involving the Russian ruble. Keremet, however, was sanctioned by the US earlier this year for its role in handling Russian trade payments.<\/p>\n<p>Japarov also stressed Kyrgyzstan\u2019s commitment to honoring international agreements, stating: \u201cI will not allow the interests of our citizens and the trade and <a href=\"https:\/\/bitcoinist.com\/coinbase-and-secret-service-team-up-in-225-million-crypto-sting\/\" target=\"_blank\" rel=\"noopener \">economic development<\/a> of the country to be reduced to nothing.\u201d<\/p>\n<p>The latest sanctions highlight the growing focus on crypto-financial networks as tools used to bypass restrictions.
