In a new forum post published on August 26, the Foundation outlines what it says are its day-to-day responsibilities for the network\u2019s plumbing, its governance posture as a decentralized representative, and the legal provenance of its board\u2014without naming Hoskinson or directly addressing his specific accusations.<\/p>\n<h2>Cardano Foundation Takes A Stand<\/h2>\n<p>At the heart of the Foundation\u2019s <a href=\"https:\/\/forum.cardano.org\/t\/cardano-foundation-faq-cnts-governance-and-more\/148807\" target=\"_blank\" rel=\"noopener nofollow\">message<\/a> is the claim that its most consequential work is largely invisible to end users but foundational to exchanges and custodians. \u201cThe Cardano Foundation plays a critical ongoing role in the maintenance of key components used by exchanges and custody providers,\u201d the post states.<\/p>\n<p>The Cardano Foundation refers to services such as GraphQL (originally built by IOG on top of DB-Sync), a high-performance Java implementation of Rosetta backed by Yaci Store, the reference cardano-wallet, and the Token Registry and its API, which now supports both CIP-26 and CIP-68 metadata and has been embedded into GraphQL \u201cfor performance improvements.\u201d<\/p>\n<p>The Foundation adds that it \u201chosts a Token Registry API accessible to the public,\u201d and says its Core Integrations, Engineering, and Exchange Relationships teams have worked with market venues \u201csince 2021\u201d to reduce friction and cost for ADA and native-token onboarding.<\/p>\n<p>On the flashpoint of who should pay for new listings and token integrations, the Foundation says it will not fund bespoke Cardano Native Token integrations because doing so would \u201cpick winners\u201d\u2014and, by extension, \u201closers\u201d\u2014across the ecosystem. That, the organization argues, exceeds its mandate and would distort a \u201cdiverse and complex ecosystem.\u201d<\/p>\n<p>The statement also underscores the Foundation\u2019s role in on-chain governance since the launch of constitutional governance this year. It identifies itself as both an <a href=\"https:\/\/bitcoinist.com\/cardano-closes-264-million-ada-budget-cycle\/\" target=\"_blank\" rel=\"noopener \">Intersect Constitutional Committee (ICC)<\/a> member and a DRep, claiming a live stake \u201cof nearly \u20b3233 million\u201d across \u201c331 delegators.\u201d Acknowledging concerns about concentration, it says that \u201c\u20b3140 million\u201d from its genesis ADA has been delegated to seven community-builder and developer DReps.<\/p>\n<p>It points to educational resources, a DRep voting tool, governance flowcharts, and co-coordination of hard-fork processes as evidence of practical support aimed at \u201cenabling the community to engage easily and meaningfully in on-chain decision making.\u201d<\/p>\n<p>Perhaps most notably, the Foundation revisits the 2021 overhaul of its board\u2014a recurring theme in Hoskinson\u2019s critiques. According to the post, after a \u201csomewhat dysfunctional\u201d period, Switzerland\u2019s foundation supervisor fulfilled its statutory duty by bringing in an external law firm in January 2021 \u201cto guide the Cardano Foundation into calmer waters.\u201d<\/p>\n<p>A head-hunting firm interviewed outgoing board members and IOG leadership, after which the new board president was elected unanimously, \u201cincluding by the IOG board representative,\u201d followed by two additional unanimous appointments (with one abstention) and the outgoing board\u2019s voluntary group resignation; a fourth member was later appointed. The Foundation says it remains committed to \u201cadoption, education and operational resilience\u201d delivered \u201cin an accountable and transparent manner.\u201d<\/p>\n<h2>The Backstory<\/h2>\n<p>The timing is no accident. On August 22, Hoskinson <a href=\"https:\/\/bitcoinist.com\/hoskinson-goes-nuclear-on-cardano-foundation\/\" target=\"_blank\" rel=\"noopener \">used a surprise AMA to escalate<\/a> his long-simmering dispute with the Foundation, centering on Midnight\u2019s NIGHT token distribution and the Foundation\u2019s claimed entitlement. Defending the decision to ring-fence the airdrop, he said, \u201cWe built it. It\u2019s my money. We can do whatever the hell we want to do,\u201d framing the restriction as a risk-control measure consistent with the airdrop\u2019s terms and its intent to avoid \u201cundue burden and harm to the network.\u201d<\/p>\n<p>In the same breath, he accused the Foundation of squandering opportunities and failing to support the ecosystem effectively. Notably, the clash has deeper roots. Late last year, Hoskinson urged relocating the Foundation away from Switzerland to a jurisdiction that would enable community election of board members, arguing that the Swiss supervisory framework\u2014while lawful\u2014constrains accountability to token holders.<\/p>\n<p>He has also alleged heavy-handed intervention by the Foundation in constitutional drafting and broader governance, claims the Foundation has periodically rebutted with process narratives and disclosures.
