Announcing the submission on August 27, Input Output\u2019s director of software architecture Nicolas \u201cBeRewt\u201d Biri <a href=\"https:\/\/x.com\/BeRewt\/status\/1960707340472143903\" target=\"_blank\" rel=\"noopener nofollow\">wrote<\/a>: \u201cSo, here it is, we now have a public and submitted CIP for Leios. More than ever, it\u2019s now time for feedback\u2026 it may be too early to celebrate\u2026 but it\u2019s a huge milestone.\u201d<\/p>\n<h2>Cardano\u2019s Leios CIP Goes Public<\/h2>\n<p>The <a href=\"https:\/\/github.com\/cardano-foundation\/CIPs\/pull\/1078\" target=\"_blank\" rel=\"noopener nofollow\">pull request<\/a>, titled \u201cCIP-???? | Ouroboros Leios \u2013 Greater Transaction Throughput,\u201d is open as PR #1078 with the \u201cCategory: Consensus\u201d label and an initial \u201cState: Triage,\u201d indicating it has entered the formal editorial pipeline but has not yet been assigned a permanent number. The submission tracks multiple commits refining the draft and links to discussion and implementation materials, including a dedicated Leios R&amp;D site and discussion forum.<\/p>\n<p>Notably, the PR lists <a href=\"https:\/\/bitcoinist.com\/hoskinson-goes-nuclear-on-cardano-foundation\/\" target=\"_blank\" rel=\"noopener \">Intersect<\/a> as an implementor, underscoring the coordination between research, engineering, and standards processes that Cardano uses to advance core protocol changes. In an on-thread note, a CIP editor remarked that the document \u201clooks practically ready for merge,\u201d adding that editors would likely introduce it and \u201cassign a CIP number at the next CIP meeting,\u201d while still putting it through the usual review steps.<\/p>\n<p>Leios is positioned as the next significant redesign of Cardano\u2019s Ouroboros consensus, targeting materially higher throughput while preserving the security guarantees that define the protocol lineage. Prior briefings describe a concurrent structure built around specialized block types\u2014\u201cinput,\u201d \u201cendorsement,\u201d and \u201cranking\u201d\u2014to parallelize work across the network without collapsing the separation of concerns in <a href=\"https:\/\/bitcoinist.com\/cardano-one-of-the-fastest-cryptocurrencies\/\" target=\"_blank\" rel=\"noopener \">Ouroboros Praos<\/a>.<\/p>\n<p>That architectural choice is meant to unlock capacity while maintaining decentralization and censorship resistance. The underlying research, first articulated in IOG\u2019s \u201cOuroboros Leios: design goals and concepts,\u201d frames the objective as <a href=\"https:\/\/bitcoinist.com\/cardano-leios-11000-tps-infinite-scalability\/\" target=\"_blank\" rel=\"noopener \">\u201csubstantially\u201d increasing data and CPU throughput<\/a> by re-architecting the algorithmic dependencies that bottleneck prior variants, while also exploring features such as tiered fee service levels and faster sync paths. The paper is explicit about trade-offs\u2014including increased resource use and potentially higher transaction latency\u2014which are analyzed within the security model.<\/p>\n<p>Biri\u2019s announcement contextualized what reviewers should expect. He said the team is \u201cgoing through the description of the proposal and explains the design choices and tradeoffs,\u201d and summarized coverage areas as the \u201cdetailed description of the proposed variant of Leios,\u201d \u201cimplementation material (formal specification, mini protocols description),\u201d \u201ctradeoffs and problem space,\u201d \u201cpotential (positive) impact on script budget,\u201d and \u201cresistance to attacks.\u201d He also disclosed that the internal \u201csecret roadmap\u201d had targeted a pull request by the end of August, and that the draft integrated feedback around failed transactions while aiming for a \u201cmore minimal impact on dApps.<\/p>\n<p>The submission also triggered the now-familiar throughput vs. decentralization debate. When a community member asked what, exactly, warranted celebration, Biri answered: \u201cThat we have a solid and safe design for high throughput on Cardano.\u201d And when prodded on whether Cardano should \u201ccompromise\u201d in the way some faster chains do, he pushed back: \u201cThat\u2019s why we didn\u2019t follow that road\u2026 What we have is the best tradeoff without sacrifice.\u201d<\/p>\n<p>Responding to a speed comparison with Solana, he added: \u201cIt ain\u2019t and can\u2019t be, because of the different security and model.
