{"id":53903,"date":"2025-10-21T04:46:31","date_gmt":"2025-10-21T04:46:31","guid":{"rendered":"https:\/\/dogewisperer.com\/?p=53903"},"modified":"2025-10-21T04:46:31","modified_gmt":"2025-10-21T04:46:31","slug":"south-koreas-fsc-to-prohibit-stablecoin-interest-payments-in-upcoming-framework","status":"publish","type":"post","link":"https:\/\/dogewisperer.com\/?p=53903","title":{"rendered":"South Korea\u2019s FSC To Prohibit Stablecoin Interest Payments In Upcoming Framework"},"content":{"rendered":"<div>\n<p style=\"font-weight: 400;\">South Korea\u2019s Financial Services Commission (FSC) will reportedly follow US regulatory steps and include a ban on stablecoin interest payments in its highly anticipated framework, expected to be released later this year.<\/p>\n<h2 style=\"font-weight: 400;\">FSC To Prohibit Interest Payments on Stablecoins<\/h2>\n<p style=\"font-weight: 400;\">On Monday, Yonhap News <a href=\"https:\/\/www.yna.co.kr\/view\/AKR20251020131900002?input=1195m\" target=\"_blank\" rel=\"noopener nofollow\">reported<\/a> that Financial Services Commission Chairman Lee Eun-won affirmed that the regulatory agency will \u201cfundamentally prohibit the payment of interest on stablecoins as a principle.\u201d<\/p>\n<p style=\"font-weight: 400;\">During a National Assembly\u2019s Government Affairs Committee audit, Lee emphasized that interest payments on digital assets pegged to the Korean won (KRW) \u201cmust be blocked in any form,\u201d following a question by People Power Party (PPP) lawmaker Yoo Young-ha.<\/p>\n<p style=\"font-weight: 400;\">In July, South Korea\u2019s ruling and opposition parties <a href=\"https:\/\/bitcoinist.com\/stablecoins-south-koreas-parties-rival-legislation\/\" target=\"_blank\" rel=\"noopener \">proposed<\/a> two rival bills to establish the highly anticipated regulatory framework for won-pegged digital assets. Both bills shared multiple similarities, including the assignment of stablecoin oversight to the FSC. However, they differed in the issue of interest payments.<\/p>\n<p style=\"font-weight: 400;\">The PPP\u2019s bill would allow interest payments to incentivize the use of won-pegged tokens abroad. In contrast, the Democratic Party of Korea (DPK)\u2019s bill would completely ban interest payments to \u201cprevent market disruption.\u201d<\/p>\n<p style=\"font-weight: 400;\">At the time, some industry players called for a unique approach to KRW-based tokens, arguing that the prohibition \u201cis a measure based on U.S. securities law, so other countries outside the U.S. can design their systems following their own national regulations.\u201d<\/p>\n<p style=\"font-weight: 400;\">Nonetheless, the FSC chairman explained during the October 20 National Assembly\u2019s audit that South Korea will adopt the same principle as the US framework, the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act, which also prohibits interest payments on the holding or use of payment-purpose stablecoins.<\/p>\n<p style=\"font-weight: 400;\">It\u2019s worth noting that the GENIUS Act has been <a href=\"https:\/\/bitcoinist.com\/stablecoin-concerns-us-banking-associations\/\" target=\"_blank\" rel=\"noopener \">criticized<\/a> for potential loopholes related to interest payments on stablecoins, as the prohibition only addresses issuers and could be \u201ceasily circumvented\u201d by exchanges or affiliates providing rewards.<\/p>\n<p style=\"font-weight: 400;\">In August, multiple banking associations across the US sent a joint letter to the Senate Banking Committee urging Congress to amend the legislation. The letter argued that interest payments distort market dynamics and could hinder credit creation, and suggested extending the prohibition on interest payments to include digital asset exchanges, brokers, dealers, and related entities.<\/p>\n<h2 style=\"font-weight: 400;\">Second Phase Of Regulation Coming This Year<\/h2>\n<p style=\"font-weight: 400;\">While discussing potential requests of forming a consortium led by banks, with fintech companies serving only as technology partners, \u201cto maintain the separation of banking and industry,\u201d and prohibiting virtual asset exchanges from issuing their own stablecoins, the FSC chairman asserted that the financial authority \u201cmust ensure global consistency and guarantee opportunities for innovation, but proceed in a stable manner.\u201d<\/p>\n<p style=\"font-weight: 400;\">Chairman Lee also confirmed that the FSC plans to submit the second phase of the Virtual Asset User Protection Act to the National Assembly this year.
