{"id":57769,"date":"2025-11-11T06:01:33","date_gmt":"2025-11-11T06:01:33","guid":{"rendered":"https:\/\/dogewisperer.com\/?p=57769"},"modified":"2025-11-11T06:01:33","modified_gmt":"2025-11-11T06:01:33","slug":"bank-of-england-eyes-temporary-stablecoin-ownership-cap-in-proposed-regulatory-regime","status":"publish","type":"post","link":"https:\/\/dogewisperer.com\/?p=57769","title":{"rendered":"Bank Of England Eyes \u2018Temporary\u2019 Stablecoin Ownership Cap In Proposed Regulatory Regime"},"content":{"rendered":"<div>\n<p style=\"font-weight: 400;\">The Bank of England (BOE) has published the highly anticipated consultation paper on its proposed regulatory regime for stablecoins, set to be implemented in the second half of next year.<\/p>\n<h2 style=\"font-weight: 400;\">BOE Moves Forward With Stablecoin Holding Limits<\/h2>\n<p style=\"font-weight: 400;\">On Monday, the Bank of England <a href=\"https:\/\/www.bankofengland.co.uk\/news\/2025\/november\/boe-launches-consultation-on-regulating-systemic-stablecoins\" target=\"_blank\" rel=\"noopener nofollow\">released<\/a> a new consultation paper on its proposed regulatory framework for sterling-denominated systemic stablecoins, addressing backing rules and holding limits.<\/p>\n<p style=\"font-weight: 400;\">The BOE\u2019s new framework is built on feedback received on the November 2023 Discussion Paper, reflecting the Bank\u2019s efforts to draft \u201crobust, future-proof\u201d rules that are aligned with the regulator\u2019s strategy to modernize UK retail payments.<\/p>\n<p style=\"font-weight: 400;\">Notably, the Bank has moved forward with a controversial proposal to cap stablecoin ownership to \u201cmitigate financial stability risks stemming from large and rapid outflows of deposits from the banking sector.\u201d<\/p>\n<p style=\"font-weight: 400;\">As <a href=\"https:\/\/bitcoinist.com\/uk-crypto-groups-bank-englands-proposal-stablecoin\/\" target=\"_blank\" rel=\"noopener \">reported<\/a> by Bitcoinist, the central bank has been exploring restrictions on stablecoin ownership in the country for months, seeking to impose limits of \u00a310,000 to \u00a320,000 for individuals and \u00a310 million for businesses. The plan resembles its proposed approach to the digital pound, also aimed at addressing financial stability risks.<\/p>\n<p style=\"font-weight: 400;\">Some crypto industry and payment groups heavily criticized the central bank\u2019s proposal, arguing that it would put the UK at a disadvantage against the US and the European Union (EU).<\/p>\n<p style=\"font-weight: 400;\">Following the backlash, news media outlets <a href=\"https:\/\/bitcoinist.com\/bank-of-england-exemptions-stablecoin-cap-proposal\/\" target=\"_blank\" rel=\"noopener \">reported<\/a> that the BOE was exploring granting exemptions to businesses that need to hold large amounts of stablecoins, like crypto exchanges.<\/p>\n<p style=\"font-weight: 400;\">The consultation paper confirmed the holding limits proposal \u201cto safeguard continued access to credit as the financial system gradually adapts to new forms of digital money.\u201d<\/p>\n<p style=\"font-weight: 400;\">However, it clarified that the limits would be \u201ctemporary\u201d and would be removed \u201conce the transition no longer poses risks to the provision of finance to the real economy.\u201d It also noted that an exemption regime will allow the largest businesses to hold more stablecoins if required.<\/p>\n<h2 style=\"font-weight: 400;\">New Regime Eyes Joint Regulatory Approach<\/h2>\n<p style=\"font-weight: 400;\">As the announcement explained, the regime will only apply sterling-pegged stablecoins. Meanwhile, stablecoins used for non-systemic purposes, such as the buying and selling of crypto assets, will be supervised by the Financial Conduct Authority (FCA).<\/p>\n<p style=\"font-weight: 400;\">The BOE unveiled a joint regulatory approach with the FCA, with a document clarifying how rules will apply in practice set to be published in 2026. \u201cIf recognised as systemic by HM Treasury (HMT), they will transition into the Bank\u2019s regime and will be jointly regulated, with the Bank overseeing prudential and financial stability risks, and the FCA continuing to supervise conduct and consumer protection,\u201d the Bank detailed.<\/p>\n<p style=\"font-weight: 400;\"><img data-recalc-dims=\"1\" fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-625092 size-large aligncenter\" src=\"https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/11\/Captura-de-Pantalla-2025-11-10-a-las-11.11.19-a.-m-e1762792675133.png?w=696&amp;resize=696%2C660\" alt=\"stablecoin\" width=\"696\" height=\"660\" srcset=\"https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/11\/Captura-de-Pantalla-2025-11-10-a-las-11.11.19-a.-m-e1762792675133.png?w=780 780w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/11\/Captura-de-Pantalla-2025-11-10-a-las-11.11.19-a.-m-e1762792675133.png?w=443 443w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/11\/Captura-de-Pantalla-2025-11-10-a-las-11.11.19-a.-m-e1762792675133.png?w=768 768w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/11\/Captura-de-Pantalla-2025-11-10-a-las-11.11.19-a.-m-e1762792675133.png?w=696 696w, https:\/\/bitcoinist.com\/wp-content\/uploads\/2025\/11\/Captura-de-Pantalla-2025-11-10-a-las-11.11.19-a.-m-e1762792675133.png?w=750 750w\" sizes=\"(max-width: 696px) 100vw, 696px\"><\/p>\n<p style=\"font-weight: 400;\">Among the key policy proposals covered in the consultation paper, the Bank <a href=\"https:\/\/bitcoinist.com\/french-lawmakers-bitcoin-reserve-bill-2-btc-supply\/\" target=\"_blank\" rel=\"noopener \">suggested<\/a> that systemic stablecoin issuers be allowed to hold up to 60% of backing assets in short-term UK government debt.<\/p>\n<p style=\"font-weight: 400;\">The BOE will provide issuers with unremunerated accounts at the Bank for the remaining 40%, aiming to ensure \u201crobust redemption and public confidence, even under stress.\u201d<\/p>\n<p style=\"font-weight: 400;\">Additionally, issuers considered systemic at launch or transitioning from the FCA regime will initially be able to hold up to 95% of their backing assets in short-term UK government debt to support viability as they grow.<\/p>\n<p style=\"font-weight: 400;\">A new <a href=\"https:\/\/bitcoinist.com\/bank-korea-bank-issued-stablecoins-financial-risks\/\" target=\"_blank\" rel=\"noopener \">policy<\/a> also proposes central bank liquidity arrangements to issuers in times of stress, reinforcing financial stability by \u201cproviding a backstop should systemic issuers be unable to monetise their backing assets in private markets.\u201d<\/p>\n<p style=\"font-weight: 400;\">Sarah Breeden, Deputy Governor for Financial Stability, affirmed that the BOE\u2019s objective \u201cremains to support innovation and build trust in this emerging form of money.\u201d<\/p>\n<p style=\"font-weight: 400;\">\u201cWe\u2019ve listened carefully to feedback and amended our proposals for achieving this, including on how stablecoin issuers interact with the Bank of England.
