{"id":63033,"date":"2025-12-11T13:16:34","date_gmt":"2025-12-11T13:16:34","guid":{"rendered":"https:\/\/dogewisperer.com\/?p=63033"},"modified":"2025-12-11T13:16:34","modified_gmt":"2025-12-11T13:16:34","slug":"occ-highlights-major-concerns-over-crypto-debanking-practices-among-major-banks","status":"publish","type":"post","link":"https:\/\/dogewisperer.com\/?p=63033","title":{"rendered":"OCC Highlights Major Concerns Over Crypto Debanking Practices Among Major Banks"},"content":{"rendered":"<div>\n<p>On Wednesday, the Office of the Comptroller of the Currency (OCC) released findings that have raised alarm bells regarding crypto debanking, reigniting fears of what some are dubbing \u201cOperation Chokepoint 2.0\u201d within the financial sector.\u00a0<\/p>\n<p>This supervisory review focused on nine of the largest national banks under OCC supervision, including <a href=\"https:\/\/bitcoinist.com\/new-cftc-crypto-bitcoin-ethereum-as-collateral\/\" target=\"_blank\" rel=\"noopener \">JPMorgan Chase<\/a>, Bank of America, Citibank, Wells Fargo, US Bank, Capital One, PNC Bank, TD Bank, and BMO Bank.<\/p>\n<h2>\u2018Harmful Debanking Policies\u2019<\/h2>\n<p>The <a href=\"https:\/\/occ.gov\/news-issuances\/news-releases\/2025\/nr-occ-2025-123.html\" target=\"_blank\" rel=\"noopener nofollow\">preliminary findings<\/a> from the OCC reveal troubling trends: between 2020 and 2023, these banks appeared to make unwarranted distinctions among customers based on their legal business activities.\u00a0<\/p>\n<p>Specifically, many of these institutions maintained policies that either restricted access to financial services or required heightened scrutiny and approvals for certain clients.\u00a0<\/p>\n<p>The OCC identified examples where at least one bank imposed limitations on various sectors, including crypto, due to their engagement in activities considered \u201ccontrary to [the bank\u2019s] values,\u201d even though those activities were not illegal.<\/p>\n<p>Sectors affected by these policies included oil and gas exploration, coal mining, firearms, private prisons, tobacco and e-cigarettes, adult entertainment, and notably, <a href=\"https:\/\/bitcoinist.com\/ceos-of-banks-to-discuss-crypto-market-structure\/\" target=\"_blank\" rel=\"noopener \">digital assets<\/a>.\u00a0<\/p>\n<p>The findings indicated that many banks placed strict limitations on crypto-related activities as well, which often stemmed from concerns about financial crime.<\/p>\n<p>These practices, the OCC confirmed, were prevalent at each of the banks examined in the review. Comptroller Jonathan V. Gould expressed frustration regarding the situation, stating:\u00a0<\/p>\n<blockquote>\n<p>It is unfortunate that the nation\u2019s largest banks thought these harmful debanking policies were an appropriate use of their government-granted charter and market power.\u00a0<\/p>\n<\/blockquote>\n<p>Gould noted that while many of these <a href=\"https:\/\/bitcoinist.com\/sec-chair-advocates-modernizing-crypto-regulations\/\" target=\"_blank\" rel=\"noopener \">policies <\/a>were publicly announced, some banks have maintained that they did not participate in debanking.<\/p>\n<p>In his comments, Comptroller Gould emphasized the OCC\u2019s commitment to eliminating practices that would \u201cweaponize finance,\u201d whether instigated by regulators or the banks themselves.\u00a0<\/p>\n<h2>National Banks To Facilitate Crypto Transactions<\/h2>\n<p>The agency disclosed that it is still evaluating \u201cthousands of complaints\u201d related to allegations of political and religious debanking, with plans to report on these findings \u201cin due course.\u201d The OCC aims to hold banks accountable for these actions and ensure that unlawful debanking practices do not persist.\u00a0<\/p>\n<p>This follows Tuesday\u2019s <a href=\"https:\/\/bitcoinist.com\/us-banks-riskless-crypto-transactions-occ-letter\/\" target=\"_blank\" rel=\"noopener \">letter <\/a>from the banking regulator that allows national banks to participate in \u201criskless principal transactions\u201d involving cryptocurrencies.
