{"id":67789,"date":"2026-01-15T01:31:31","date_gmt":"2026-01-15T01:31:31","guid":{"rendered":"https:\/\/dogewisperer.com\/?p=67789"},"modified":"2026-01-15T01:31:31","modified_gmt":"2026-01-15T01:31:31","slug":"us-strategic-bitcoin-reserve-is-still-a-priority-white-house-adviser-says","status":"publish","type":"post","link":"https:\/\/dogewisperer.com\/?p=67789","title":{"rendered":"US Strategic Bitcoin Reserve Is Still A \u2018Priority,\u2019 White House Adviser Says"},"content":{"rendered":"<div>\n<p>The White House is still treating a US Strategic Bitcoin Reserve as an active priority, even as officials work through what executive director of the White House Crypto Council Patrick Witt described as the legal and bureaucratic questions that sit beneath an idea that, on paper, sounds simple.<\/p>\n<h2>US Strategic Bitcoin Reserve On \u2018Priority List\u2019<\/h2>\n<p>In an <a href=\"https:\/\/www.youtube.com\/watch?v=oRIjlHN-wGQ\" target=\"_blank\" rel=\"noopener nofollow\">interview<\/a> recorded at the White House for the Jan. 13 episode of Crypto In America, Witt told host Eleanor Terrett that interagency talks on implementing President Donald Trump\u2019s executive order are ongoing and that the effort remains on the administration\u2019s \u201cpriority list,\u201d as Congress simultaneously moves toward its next steps on crypto market structure legislation later this week.<\/p>\n<p>Asked how the White House is thinking about the reserve \u201cthese days,\u201d Witt pointed to a process being driven not only by crypto policy staff, but by the operations machinery tasked with pushing executive orders through the federal government.<\/p>\n<p>\u201cWe\u2019ve had good engagement from the Deputy Chief of Staff for Policy team, which is Steven Miller\u2019s team [\u2026] [to] make sure that all of the executive orders that have been signed by the president \u2014 that the agencies are moving out on them,\u201d Witt said. \u201cThe treasury team, commerce team is involved. [\u2026] It seems straightforward, but then you get into some [\u2026] obscure legal provisions and why this agency can\u2019t do it, but actually this agency could.\u201d<\/p>\n<p>Witt framed the current phase as less about whether the administration wants the reserve, and more about ensuring it can move in a way that will withstand scrutiny. \u201cWe\u2019re continuing to push on that. It is certainly still on the priority list right now,\u201d he said, adding that \u201cDepartment of Justice, Office of Legal Counsel [\u2026] has provided some good guidance on where we can [\u2026] move out on this executive order [\u2026] and do so in a legally sound way.\u201d<\/p>\n<p>The remarks come against the backdrop of Trump\u2019s <a href=\"https:\/\/bitcoinist.com\/bitcoin-trump-strategic-reserve-order\/\" target=\"_blank\" rel=\"noopener \">March 2025 executive order<\/a> establishing a Strategic Bitcoin Reserve and a broader \u201cdigital asset stockpile,\u201d which directed the government to treat existing federally held bitcoin as a long-term reserve asset while agencies were tasked to research ways for <a href=\"https:\/\/bitcoinist.com\/how-us-could-buy-bitcoin-budget-neutral\/\" target=\"_blank\" rel=\"noopener \">budget-neutral acquisition<\/a>.<\/p>\n<p>Witt also addressed a separate flashpoint that has circulated in Bitcoin circles in recent days: <a href=\"https:\/\/bitcoinist.com\/bitcoin-seized-from-samourai-wallet-allegedly-sold\/\" target=\"_blank\" rel=\"noopener \">speculation that the Department of Justice had sold<\/a> bitcoin linked to the Samourai Wallet case, potentially conflicting with the administration\u2019s reserve posture.<\/p>\n<p>\u201cI think it was somewhat misreported,\u201d Witt said, referencing the settlement language and what he characterized as standard legal drafting. \u201cIf you look at the settlement agreement, the legal documents, it sounds like [\u2026] the agency is going to take a certain action. [\u2026] In talking with DOJ, it was basically written in such a way where they preserve all of their options and their rights in those agreements, but those bitcoins have not been liquidated.
