{"id":72670,"date":"2026-02-17T05:02:45","date_gmt":"2026-02-17T05:02:45","guid":{"rendered":"https:\/\/dogewisperer.com\/?p=72670"},"modified":"2026-02-17T05:02:45","modified_gmt":"2026-02-17T05:02:45","slug":"former-white-house-crypto-adviser-confident-clarity-act-will-pass-as-deadline-nears","status":"publish","type":"post","link":"https:\/\/dogewisperer.com\/?p=72670","title":{"rendered":"Former White House Crypto Adviser Confident CLARITY Act Will Pass As Deadline Nears"},"content":{"rendered":"<div>\n<p style=\"font-weight: 400;\">A former White House crypto adviser has shared his thoughts on the delay of the long-awaited market structure bill and whether the banking and digital assets industry will resolve their differences soon.<\/p>\n<h2 style=\"font-weight: 400;\">Bo Hines Optimistic About Crypto Legislation<\/h2>\n<p style=\"font-weight: 400;\">On Monday, Bo Hines, CEO of Tether US and former executive director of the US President\u2019s Council of Advisors for Digital Assets, expressed optimism about the passage of the crypto market structure bill, known as the CLARITY Act.<\/p>\n<p style=\"font-weight: 400;\">In a recent interview with journalist Eleanor Terret at the Digital Assets at Duke Conference, Hines affirmed that he\u2019s \u201cactually confident that CALRITY will get passed\u201d despite the delay.<\/p>\n<p style=\"font-weight: 400;\">It\u2019s worth noting that the highly anticipated legislation has been stalled after hitting a roadblock a month ago due to restrictions on the payment of stablecoin yield, meant to address the banking industry\u2019s concerns of deposit flight risk.<\/p>\n<p style=\"font-weight: 400;\">The crypto industry heavily criticized the Senate Banking Committee\u2019s policy, leading to the delay of the mid-January markup session and an extended negotiation process between lawmakers and leaders from both industries.<\/p>\n<p style=\"font-weight: 400;\">Now, time seems to be running out, Terret <a href=\"https:\/\/www.cryptoinamerica.com\/p\/stablecoin-standoff-crypto-and-banks\" target=\"_blank\" rel=\"noopener nofollow\">noted<\/a>, as we approach the alleged White House\u2019s end-of-month deadline for the crypto and banking industries to solve the stablecoin yield dispute.<\/p>\n<p style=\"font-weight: 400;\">Due to this, Hines affirmed that both sides \u201care in the pressure cooker right now,\u201d arguing that the two industries understand they must make concessions to reach an agreement and advance the bill.<\/p>\n<p style=\"font-weight: 400;\">As <a href=\"https:\/\/bitcoinist.com\/crypto-firms-stablecoin-concessions-clarity-act\/\" target=\"_blank\" rel=\"noopener \">reported<\/a> by Bitcoinist, the digital assets industry has already proposed some compromises to salvage the crypto legislation, such as giving community banks a larger role in the stablecoin system.<\/p>\n<p style=\"font-weight: 400;\">The former White House adviser highlighted the Office of the Comptroller of the Currency\u2019s (OCC) recent moves. Notably, the OCC has <a href=\"https:\/\/bitcoinist.com\/us-banking-lobby-occ-crypto-charter-approval\/\" target=\"_blank\" rel=\"noopener \">started<\/a> to issue conditional licenses to more digital assets native companies, which he considers will provide a pathway to \u201cfind a resolution that (\u2026) protects banks from deposit flight, but also allows these crypto companies to be innovative and offer different solutions to their customers.\u201d<\/p>\n<h2 style=\"font-weight: 400;\">CLARITY Act\u2019s Window \u2018Rapidly Closing\u2019<\/h2>\n<p style=\"font-weight: 400;\">Hines also noted that the crypto industry is aware that they must take advantage of the legislative momentum, \u201cespecially under this administration that\u2019s been extremely pro- digital assets.\u201d<\/p>\n<p style=\"font-weight: 400;\">As he explained, \u201cthis is where you\u2019re going to get the best return on investment in a sense of like what you\u2019ve been doing over the course of (\u2026) the last few years in terms of political activity and engagement.\u201d<\/p>\n<p style=\"font-weight: 400;\">Similarly, Patrick Witt, the current executive director of the US President\u2019s Crypto Council, shared a similar perspective on Friday. The advisor <a href=\"https:\/\/bitcoinist.com\/white-house-crypto-time-is-running-out-clarity-act\/\" target=\"_blank\" rel=\"noopener \">affirmed<\/a> that they are \u201cworking hard to address the issues that were raised that led to the postponement of that markup and hopefully get that back on the books soon.\u201d<\/p>\n<p style=\"font-weight: 400;\">Nonetheless, he urged lawmakers to keep the momentum going, emphasizing that the window to pass the legislation is still open, but it is \u201crapidly closing\u201d as the midterm election campaign season approaches, which \u201ctakes all the oxygen out of the room.\u201d<\/p>\n<p style=\"font-weight: 400;\">The US Secretary of the Treasury Scott Bessent also <a href=\"https:\/\/bitcoinist.com\/treasury-congress-crypto-market-bill-this-spring\/\" target=\"_blank\" rel=\"noopener \">pressed<\/a> lawmakers to advance the bill soon, highlighting the importance of getting the legislation on President Donald Trump\u2019s desk before the end of the spring legislative window.<\/p>\n<p style=\"font-weight: 400;\">Bessent stressed that the chances of getting a deal done could collapse if Democrats take control in November, recalling the crackdown on the industry during the Biden administration.<\/p>\n<p style=\"font-weight: 400;\">\u201cThere\u2019s a lot of innovation that goes on adjacent to crypto, the blockchain, and DeFi.
