{"id":73319,"date":"2026-02-20T14:31:32","date_gmt":"2026-02-20T14:31:32","guid":{"rendered":"https:\/\/dogewisperer.com\/?p=73319"},"modified":"2026-02-20T14:31:32","modified_gmt":"2026-02-20T14:31:32","slug":"ripple-ceo-predicts-big-wins-for-clarity-act-and-xrp","status":"publish","type":"post","link":"https:\/\/dogewisperer.com\/?p=73319","title":{"rendered":"Ripple CEO Predicts Big Wins For Clarity Act And XRP"},"content":{"rendered":"<div>\n<p>Ripple CEO Brad Garlinghouse used a Feb. 18 <a href=\"https:\/\/www.youtube.com\/watch?v=-yyr6IcN8f8&amp;t=5s\" target=\"_blank\" rel=\"noopener nofollow\">appearance<\/a> on Fox to argue that US crypto policy is nearing a turning point, predicting the long-stalled CLARITY Act will pass by the end of April and framing regulatory certainty as a direct catalyst for broader industry growth, including for XRP, which he emphasized has already cleared a key legal hurdle.<\/p>\n<h2>Why Ripple CEO Garlinghouse Is Bullish<\/h2>\n<p>Garlinghouse pointed to shifting Washington momentum and said prediction markets have moved in favor of passage. \u201cThe CLARITY Act spiked because of comments yesterday, from [a] senator [\u2026] I think now 90% will pass by the end of April,\u201d he said. \u201cI said a couple weeks ago I thought at the<a href=\"https:\/\/bitcoinist.com\/clarity-act-on-track-for-april-passage-senator-says\/\" target=\"_blank\" rel=\"noopener \"> end of April<\/a> [\u2026] people talked about [being] optimistic.\u201d<\/p>\n<p>He added that the <a href=\"https:\/\/bitcoinist.com\/white-house-sets-march-1st-crypto-bill-resolution\/\" target=\"_blank\" rel=\"noopener \">White House is now actively pressing<\/a> stakeholders, describing a meeting \u201ctoday with a lot of leaders on both sides (crypto and banking) in the White House, [\u2026] [with] the White House pushing hard.\u201d<\/p>\n<p>Pressed on Ripple\u2019s position, Garlinghouse argued the bill\u2019s flaws are less important than ending what he cast as a policy vacuum that has pushed the sector into enforcement battles. \u201cOur position [is] very much, don\u2019t let perfection be the enemy of progress,\u201d he said. \u201cNo bill is perfect [\u2026] we need clarity.\u201d<\/p>\n<p>He contrasted Ripple\u2019s posture with the broader industry\u2019s situation by referencing <a href=\"https:\/\/bitcoinist.com\/ripple-vs-sec-battle-update-2\/\" target=\"_blank\" rel=\"noopener \">the company\u2019s long-running US legal fight<\/a>. \u201cRipple has been fortunate \u2014 sued by [the] government \u2014 a judge [\u2026] say[ing] XRP is not a security. We have clarity,\u201d Garlinghouse said, before reiterating the point in starker terms when asked directly: \u201cNot a security. Courts ruled clearly.\u201d<\/p>\n<p>In his telling, the CLARITY Act is meant to keep crypto from being forced into a securities regime that doesn\u2019t map cleanly onto how many networks and tokens function. \u201cIf something is a security, all kinds of obligations because [\u2026] you own part of the company,\u201d he said, contrasting that with crypto tokens where holders typically don\u2019t receive dividends or governance rights analogous to electing a board. He also claimed the prior administration\u2019s approach \u201cfailed in courts,\u201d arguing that a modern framework is required for the US to compete.<\/p>\n<h2>Ripple\u2019 Strategy And XRP<\/h2>\n<p>The interview also touched on the sector\u2019s pullback from highs. Garlinghouse tied some of that weakness to policy delays. He said the CLARITY Act getting \u201cpushed [and] stalled, late January [\u2026] did not help,\u201d while arguing Ripple entered 2026 with strong momentum after what he called \u201ca tremendous year in 2025.\u201d<\/p>\n<p>On relative performance, he claimed XRP has held up better than other majors. \u201cTo your point, crypto markets, XRP best performing major crypto, down 20%,\u201d he said, while noting other assets were down materially more from peaks.<\/p>\n<p>He framed Ripple\u2019s strategy as proving demand through enterprise use cases rather than retail narratives: \u201cThe more we demonstrate real practical utility using technologies to solve real problems, [the] more you see that play out in a positive way.\u201d<\/p>\n<p>Garlinghouse cited Ripple\u2019s <a href=\"https:\/\/bitcoinist.com\/ripple-updates-xrp-fast-facts\/\" target=\"_blank\" rel=\"noopener \">M&amp;A push<\/a> as part of a broader effort to build infrastructure that appeals to corporate finance teams. He said Ripple has spent \u201cthree billion dollars [on] acquisitions since 2023,\u201d including expanding into \u201ccustody, prime [brokerage], treasury management, stablecoin [and] payment\u201d capabilities.<\/p>\n<p>He highlighted the treasury-management firm it acquired, saying it \u201cprocessed 13 trillion dollars payments last year,\u201d and emphasizing how early institutional stablecoin adoption still is: \u201cCrypto-enabled, zero of those were stablecoin enabled.\u201d<\/p>\n<p>For now, he suggested dealmaking is taking a back seat to integration. \u201cWe bought two big companies last year [\u2026] the first half of this year [is] very much on let\u2019s pause [\u2026] integrate,\u201d he said, adding: \u201cFor time being, we\u2019re going to slow down, before we speed up.\u201d<\/p>\n<p>Garlinghouse also argued the CLARITY fight is no longer \u201ccrypto versus banks,\u201d pointing to big incumbents wanting a rulebook.
